Balkees Jarrah

Balkees Jarrah is a lawyer who serves as associate director of Human Rights Watch's International Justice Program.[1]

Career[edit]

Jarrah holds a law degree from McGill University and a master's degree from Oxford. She previously worked at the Brookings Institution.[2]

As associate director, Jarrah leads the International Justice Program's research and advocacy team on universal jurisdiction.[1] She has been involved in efforts to prosecute war crimes committed during the Syrian civil war, advocating for universal jurisdiction and transitional justice.[3] In 2013, she explained that pursuing justice in Syria requires a holistic approach and long-term vision.[4]

In 2014, Jarrah argued that the United States should support ICC involvement in Syria.[5] She has also argued for the jurisdiction of parties to the Convention against Torture to bring Syria before the ICJ.[6]

Following the 2022 conviction of a Syrian official in Germany, she described the verdict as a "breakthrough for Syrian victims".[7] In 2023, after the ICJ issued provisional measures against Syria, Jarrah called the ruling "a matter of life or death for many Syrians".[8]

During the ongoing Israel–Hamas war in 2024, Jarrah argued that the ICJ's provisional measures in response to South Africa's genocide case were "unprecedented" and called for their immediate implementation.[9]
