Barbara L. Bagneris is an American aerospace financial analyst and civic leader. She is best known for her service on the OC Fair & Event Center (OCFEC) Board of Directors and her leadership within Delta Sigma Theta Sorority, Inc.
Early life and education
Bagneris was born in San Pablo, California to Annie Bell Bagneris, a gospel music singer & pianist, and Rev. Jules Samuel Bagneris Jr., an African Methodist Episcopal Church (AME) reverend & community leader. She attended Southern University in Baton Rouge, Louisiana, where she earned a Bachelor of Science in Business (Accounting) in 1980. She later received a Master of Business Administration (MBA) in e-Business from the University of Phoenix in Fountain Valley, California.[1]
Delta Sigma Theta
Bagneris became a member of Delta Sigma Theta Sorority, Inc. through the Alpha Tau Chapter at Southern University in 1976. She served two terms as chapter president, a distinction unique in the chapter's history. In 1979, she was elected National Second Vice President of Delta Sigma Theta under 17th National President Mona Humphries Bailey, where she focused on collegiate-to-alumnae transition and established the Minerva Award for academic excellence.[1]
In 1978, she was appointed to the National Projects Committee by 16th National President Thelma Daley, after being selected as a State of Louisiana Representative to the National Women's Convention. Bagneris also served on the Scholarship & Standards Committee, National Ritual Revision Committee, Protocol & Traditions Committee, National Leadership Academy (1998–2000), and the Collegiate Transition Task Force (2008–2010).
She served as president of the Orange County, California Alumnae Chapter and was named the chapter's "Soror of the Year" in 2014–15.[2] and is serving as president of the chapter once again as of 2025.
Bagneris is also the National Chair of Members Benefits Subcommittee of Delta Sigma Theta, Inc.
Professional career
Upon graduating, Bagneris worked at Boeing for more than 30 years as a business analyst and financial controls analyst.[3] She later held roles at L-3 Interstate Electronics and Raytheon.
For over 20 years, she has volunteered for Sheryl Lee Ralph's HIV/AIDS, women's wellness, and arts nonprofit, The DIVA Foundation and sits on the Board of Directors of the organization since 2023.
Civic leadership
In 2014, California Governor Jerry Brown appointed Bagneris to the OC Fair & Event Center Board of Directors. She has served as vice chair and chair of the board.[3] She advocated for raising the Pan-African flag at the fairgrounds in recognition of Black History Month, which was approved in 2022.[4]
