Bolor-Erdene Battsengel (Mongolian: Батцэнгэлийн Болор-Эрдэнэ, also referred to as Battsengeliin Bolor-Erdene or Battsengel Bolor-Erdene) is the Deputy Minister of Digital Development and Communications of Mongolia and the former State Secretary of the Ministry[1]. She was appointed as the youngest and the first female Chair of the Communications and Information Technology Authority of Mongolia on July 22, 2020[2]. She previously served as Advisor of Public Policy to the Cabinet Office of Mongolia and Chief Officer of Digital Development Committee at the Cabinet Secretariat of Mongolia from 2019 to 2020.

Early life and education[edit]

Bolor-Erdene was born in Dashinchilen, Bulgan where she spent her early childhood. When she was in local secondary school in the province, her family moved to Ulaanbaatar and she completed her high school in the capital city at the age of 14. She received her undergraduate degree in International Relations from the University of the Humanities and joined the Asian Development Bank’s office in Ulaanbaatar, Mongolia as Social and Gender specialist[3].

Bolor-Erdene worked as Monitoring and Evaluation Specialist at World Bank from 2013 to 2017. In the meantime, she obtained her master’s degree in Business Administration from Handong Global University, South Korea. Her master’s dissertation was selected as university’s best thesis of the year in 2014.

After a few years of experience in international development projects, Bolor-Erdene was inspired to pursue a career in policy evaluation at international level. She was admitted to the University of Oxford as one of the youngest applicant in Master of Public Policy program at the Blavatnik School of Government in 2015[4]. However, she postponed her studies for a year due to financial problems and later she received her degree with a full tuition scholarship in 2017. She has been worked as a public policy consultant in London and joined World Bank in Sydney until 2019.

Career in digital development[edit]

Prior joining to the public office, she was the Project Director of Pathways for Prosperity Commission’s project, Mongolia in the Digital Age from 2019 to 2020[5]. She led the mission to assess the country’s digital readiness and to build Mongolia’s digital transformation strategy for the next five years. Later, the policy strategy, Digital Nation was approved by the Cabinet of Mongolia in 2022.

Bolor-Erdene entered into the public office as the youngest female decision-maker in the Cabinet of Luvsannamsrain Oyun-Erdene after her decade of experience in international organizations. On July 22, 2020, she was appointed as the first Chairwoman of the Communications and Information Technology Authority of Mongolia[6]. Upon her appointment, E-Mongolia, a digital public service system was launched on October 2020, introducing 181 public services available in electronic format.

She was appointed as Secretary of State for the Ministry of Digital Development and Communications on the first day of the establishment of the Ministry on January 06, 2022[7]. The Ministry is now leading Mongolia’s vision to transition to digital economy and become Digital Nation. E-Mongolia platform is currently used by 90% of the Mongolia’s adult population and digitalized over 1800 services nationwide.

Bolor-Erdene has been an advocate for women’s representation since the start of her career. As the youngest child and daughter who grew up in the countryside and went to both urban and rural public schools, she was able to witness the education gap between rural and urban areas. In 2021, she founded the “Girls Code’ program to tackle the gender disparity in the information and communications technology sector by preparing future female software engineers. The program provides a coding training for female high school students living the rural areas for eight weeks in Ulaanbaatar.
