Centre for Socio Legal Research and Aid or CSLRA is an organization founded by a group of lawyers from India, and currently headed by Ravinder Singh Dhull, a rights activist from India.

About[edit]

CSLRA was founded with an object to promote and protect impartial justice and law in the society as a responsible Social Action Entity by taking the administration and governance systems on board with total commitment to the Constitution of India. They are engaged in working for the rights of marginalized persons, women rights, rights of indigenous persons and research over Comparative Law and International Law. It is registered under the NGO Partnership System by Government of India[1]

Working[edit]

To achieve the objectives envisioned during the formation of the trust, the organisation is closely working with in-house subject experts as well as field professionals and like-minded organisations round the clock to create a resource base and device newer and effective means to create multi-layered legal awareness in the society.[2]

Advocacy[edit]

Advocacy of the important issues is one of the prime functions of the CSLRA. CSLRA regularly sends letters to higher authorities in case of any gross abuse or violation comes to their knowledge.[3]

Litigation in the Courts[edit]

CSLRA with the help of pro-bono lawyers and activists files Public Interest Litigation in various Court of Laws. The topic may include any topic of public interest.[10]

Some important PILs filed by CSLRA[edit]

PIL for enactment of law on the practice of naturopathy practitioners in states of Punjab and Haryana: This PIL was filed by the Centre before the Hon’ble Punjab and Haryana High Court showing deep concern over the absence of a proper board/legislation for regulation of the practice of the naturopaths in Haryana and Punjab. High Court issued notice in the same.[11]

PIL for banning Gender Determination Kit The PIL was filed by Centre showing concerns over the online sale of the Gender Determination Kits through websites such as amazon.com. In this PIL a further direction was sought for filtration of the content on online search engines viz Google etc.High Court issued notice in the same.[12]

PIL for implementation of the Boilers Act, 1923 in Haryana: This PIL shows concern about non implementation of the provisions relating to the Boilers Act, 1923. High Court disposed off the PIL with directions to the respondents to consider and decide the representation of the petitioner.[13]

Wetlands Conservation PIL: This PIL was filed by the director of Centre highlighting growing concerns over the diminishing health of the wetlands in the States of Punjab and Haryana. The matter was argued at length and thereafter Hon’ble High Court passed certain directions for conservation of the wetlands in the States. The PIL has been disposed off with detailed directions to the respondents in the same.[14]

PIL on missing children of Snehalaya a destitute home: This PIL was filed by the director of CSLRA highlighting concern over continuous disappearance of children from Snehalaya, a destitute home situated in Chandigarh. The matter was argued at length and detailed directions were passed in the same.[15]

PIL on violations of the Boilers Act: This PIL was filed by CSLRA raising concern over repeated violations in the Boilers Act prevailing in the State of Haryana. After a brief arguments; High Court directed the Chief Boilers Inspector to look in to the grievances and issue necessary directions.[16]

PIL on the Road Safety: This PIL was filed by CSLRA raising the concern about misleading advertisements over road side liquor vends in the State of Haryana. The matter was argued at length and the High Court issued necessary directions to the concerned authorities to look into the same and direct removal.[17]

PIL on the Jalandhar Custodial Torture Matter: This PIL was filed by CSLRA raising the concern about a whatsapp video recently circulated wherein three police officials of Punjab Police are beating three minor children mercilessly along with verbal abuses.[18]

Legislative Assistance to Legislatures[edit]

The assistance is provided by CSLRA in the following manner:[19]

  • By provide research and information support to Members of Parliament and Legislative bodies such as state assemblies and councils and also Parliamentary Parties. The same is done as per the requirement of the members of legislatures.
  • CSLRA takes initiatives in association with legislators (MPs, MLAs, etc.) to form informed action groups and forums in areas of social sector, human rights, etc. as per the objectives set by CSLRA. Thereafter, the matter is taken to the highest level by it.
  • Legislative research is being done to initiate and conduct research to formulate solutions pertaining to problems of functioning of legislatures and specifically to address the issues of Parliament as an institution of governance. It intends to promote institutional practices and procedure related and system related reforms to carry out its functions more effectively and competently.
  • Parliament is the peoples’ institution. People have a right to know what their legislatures do. There is also a need to monitor and analyze the proceedings and business of the Houses. This entails a watchdog mechanism to be promoted and developed by different sectors. The reports are published from time to time in order to enable general public to understand the working of their representatives.
  • It is generally seen that the legislatures have a little or no experience in understanding the set up of the legislative assemblies/Parliament. CSLRA provides such experience with the help of training sessions/presentations and also by providing assistants/interns to the M.P.s/M.L.A.s from time to time.

Right to Information[edit]

One of key areas of work at CSLRA is spreading the voice of RTI or Right to Information. Important RTIs which are retrieved by CSLRA are thereafter posted at its domain so that public at large may download and use the same.[20]

Lawyers Connect[edit]

Lawyers Connect is a recent initiative by CSLRA wherein a comprehensive portal has been launched which covers the searchable database of pro-bono lawyers in different parts of India and a special database of important information including legal help, RTI, FAQs.[21]

The Rebel Indian[edit]

The Rebel Indian is a recent initiative by CSLRA wherein positive news of the society and positive opinions are brought in. The same is a news portal with a considerable fan following on Facebook.[22] This portal features content from other news portals as well as their own content which is contributed by its team of contributors.[23]
