Cabinet Intelligence Bureau was one of the government organizations in Japan, which was founded in 1940 at the behest of Prime Minister Konoe Fumimaro. Its main objectives were to establish a system of total war and produce a national unity of public opinion. Achieving the main objectives, they contributed to regulate the mass media more effectively and distribute government propaganda both inside and outside of Japan. In total, there were around 160 officers who belonged to the organization. “Imperial Theatre” which is located in Hibiya, Tokyo was as the organization of government official buildings. The first president of the organization was Nobuhumi Ito, followed by Masayuki Tani, Eiji Amou, Taketora Ogata, Hiroshi Simomura, and Tatsuo Kawai.
The organization had hierarchies consisting of three principal levels: a general manager, assistant general manager and, administrative manager, including five departments. The first department was in charge of planning. The second one played the role of reporting. The third one was forced on a foreign policy. The fourth one was responsible for regulation. As one of the tools of enlightenment advertisement in The Cabinet Information Bureau, Photo Weekly Report was published in February, 1938 after half a month of Sin-Japanese war and discontinued in July, 1945. The magazine avoided the difficult expression and used not only with sentences but also with pictures in order to make citizens understand the government propaganda more easily. Therefore, the magazine was popular among the public and was subscribed by each community, school, and workplace. The fifth one was related to culture. In total, there were thirty military officers who were assigned in each department. The most important department took control the circulation of newspapers and was in charge of regulation and instruction which was related to general broadcasting. The transition of the organization's role was from “the regulation of speech in the beginning of Pacific Ocean’s War” to “the components of speech”. They were used to regulate speech mandatorily. Furthermore, they divested completely editing permission from newspaper publishing companies and participated in the process to make newspapers by “interview”, “request”, “explanation”, and “instruction”.
The organization was united completely in April 1945 when the Japanese government noticed that Japan lost World War II. the organization continued to work for a while after losing World War II. However, the organization suspended its functions such as the regulation and instruction for mass media as well as its objective to be published as a memorandum which was related to the additional measure of freedom for newspaper and speech by General headquarters, so that the organization prohibited the release of every newspaper which posted the photo of the emperor visiting Macarthur in September 1945. After all, the organization was abolished on December 31th, 1945.
The history of foundation
Under martial law which military authorities was able to seize the force of legislative branch, the executive branch and the judicial branch in emergency situation because of the February 26th incident, the cabinet information committee was established as the first national central information organization in July, 1936. After the Sino-Japanese war, the cabinet information committee which was reorganized and reinforced in September, 1937 became the cabinet information department. The behest of Prime Minister Konoe Fumimaro made The Cabinet Intelligence department more reliable and officially founded the Cabinet Information Bureau in December 1940.
