Chiang Rayleigh Ping-Ying (born Taoyuan, Taiwan; June 1, 1970) is a Taiwanese doctor of Otolaryngology Head & Neck Surgery and sleep medicine. He graduated from the department of medical science of medical college of Taipei, later obtained the degree of Master of Medical Science in National Taiwan University. He has expertise in the department of Otolaryngology Head & Neck Surgery, including Elderly Care, Instrumentation, Sleep Disordered Breathing and Upper airway physiology, etc., with much clinical experience.

Dr. Rayleigh Ping-Ying Chiang is an otolaryngologist and sleep specialist in Taiwan. After spending two years in the lab for an animal study on the “Effect of Intra-tympanic Medications on Cochlear Blood Flow in Guinea Pigs”, he was awarded the degree of “Master of Medical Science” by the Graduate Institute of Clinical Medicine, National Taiwan University. After this, he became the first surgeon in Taiwan to qualify for the research fellowship of “Stanford Sleep Disorders Center” following the contributions to basic research and clinical practice made by world-famous professors including Christian Guilleminault, Nelson Powell, Robert Reily and Kasey Li.

ISSTA Secretary General

Dr. Rayleigh Ping-Ying Chiang was elected as the Secretary General of “International Sleep Science and Technology Association (ISSTA)” in Berlin, Germany. ISSTA has proposed the “Sleep Technology Research & Education Infrastructure” in European Commission in 2012. Recently ISSTA also has been proposing the Sleep Technology Agenda for APEC. In addition to launching a new academic journal on “Sleep Science & Technology” with Springer, Dr. Chiang and colleagues are also planning to organize a global master/Ph.D. program on “Sleep Science and Technology” to shape the future development of this new field.

In 2013, Dr. Chiang passed the ESRS (European Sleep Research Society) board exam of “Grandparent Somnologist” and was the only scholar who got this honor from Asia and therefore is joined by the company of 121 other ESRS certified expert somnologists in the world. This was the second and last examination directed exclusively at “grandfathers” and “grandmothers”. “Grandparenting” was a procedure which applied to professionals with wide experience in sleep medicine and research. At the beginning of 2014, Dr. Chiang initiated the project on “Global Sleep Technology Field Standard Establishment”. The first trip was to meet up with academia, societies and industry in Chicago, Boston, Jacksonville and Denver of U.S. He will also call for an expert meeting on definition of “Sleep eHealth” during the period of APSS, the joint conference of AASM (American Academy of Sleep Medicine) & SRS (Sleep Research Society) in Minneapolis, MN, U.S. in June 2014. During this period, the academic journal “Sleep Science, Medicine & Technology” under planning by ISSTA and Elsevier will also first call for paper in U.S.
