Chris Fails (born August 12, 1975) is an American politician of the Republican Party. He was the Mayor of Hollywood Park, Texas from 2014 to 2018. Prior to his election, Fails served as a member of the Hollywood Park City Council from 2013 until his election as Mayor in 2014.[1] He ran unopposed in all three of his municipal elections in 2013, 2014[2], and 2016[3]. In 2018 Fails challenged Texas State Representative Lyle Larson in the March 6, 2018 Republican primary but was defeated 59.6% to 40.4%[4] despite Fails getting large amounts of support from the sitting governor Greg Abbott.[5]
Background[edit]
Fails was born and raised in Tyler, Texas. His mother was a cashier at KMart and his father was a driver for Purolator Courier. He was active in scouting, achieving the rank of Eagle Scout.[6]
Chris served in a variety of roles and jobs over the years, he has been a Funeral Director, computer room operator, a Radio board operator, and owned a gun store in Hollywood Park. [7] Currently and for the past 15 years, Fails has been working as an oil and gas landman.[8] He is a past President of the International Right of Way Association, Chapter 39[9] and past First Vice-President of the San Antonio Association of Professional Landmen.
During his time as Mayor, Fails served in several roles. He was the Vice-Chairman of the Alamo Area Council of Governments (AACOG),[10] Chairman of the Bexar County Suburban Cities Council,[11] as well as other roles with the Texas Municipal League and the San Antonio Chamber of Commerce.
Fails received an Associates in Mortuary Science at the Dallas Institute of Funeral Service, a Bachelors in University Studies[12] at Texas Tech University, and in 2018 received a Doctorate of Jurisprudence at St. Mary's University, Texas. At St. Mary’s School of Law, Fails served as Vice-President of the Student Bar Association and completed with the EAP Negotiations Team.
The 2018 Texas state legislative Republican primaries featured conflict between two factions. One group was opposed to House Speaker Joe Straus and his preferred policies on issues like education financing and property taxes. In 2018, Fails challenged Lyle Larson, a supporter of Joe Straus.[13] The race was much more competitive than a typical primary challenging a sitting representative and caused Larson to participate in a debate with Fails on KTSA.[14] In a highly unusual move, Fails was supported by Governor Greg Abbott[15] and former Governor Rick Perry.[16] Abbott's support included appearing at rallies[17] and levying advertisements against Fail's opponent.[18]
Personal Life[edit]
Chris Fails married Lacey Perry in 2010, who lives with him in Hollywood Park, Texas. In 1994 Fails was diagnosed with stage 4 testicular cancer. In 1995 he completed 44 weeks of intensive chemotherapy along with several surgeries and in 1999 was deemed to be cancer free. [19]
The San Antonio Business Journal named Fails one of their 2014 "People on the Move." [20]
Mayor of Hollywood Park[edit]
As Mayor, Fails championed environmental issues like working with the City of San Antonio to fight oak wilting, saying, “My big initiative and what I'm working on is trying to create a shared arborist to focus solely on oak wilt and what we do to reduce or mitigate the impact of oak wilt in Northwest Bexar County as a whole.” [22]
Fails also helped the city's seniors access better transportation by championing an effort that lead Hollywood Park to become one of only three cities in Texas that allowed golf carts to be used as transportation. [23] Fails also oversaw a 4.5 million dollar upgrade of Voigt Park including a new community center and expanded recreational facilties. [24]
