The Civilian Defense Agency (CDA) is a civilian U.S. and foreign intelligence service and defense agency, tasked by other agencies, organizations, and sometimes private parties with gathering, processing and analyzing intelligence information from around the world, providing operational intelligence services and defense related tasks and operations, primarily through the use of human intelligence (HUMINT).
The CDA has no law enforcement function and is mainly focused on intelligence gathering and providing tactical mission critical operations. The CDA also provides services for various U.S. based law enforcement agencies, search and rescue agencies and contract services for various government entities both state and Federal.
The CDA has increasingly expanded its roles, including covert paramilitary operations, counter-terrorism, offensive cyber-operations.
Purpose[edit]
When the CDA was created, its purpose was to create an agency filling a void in cooperative agency to agency intelligence and to perform duties in concert with other agencies for profit and act a liaison between national defense interests and global interests. Today its primary purpose is to collect, analyze, evaluate, and disseminate intelligence, and to perform covert actions. In some states where the CDA has a presence, the CDA has been granted state or local government status due to the aid it provides to law enforcement, fire and search and rescue.

Little is known of the agency structure but what is known is that the director is Lloyd Thomas and the Deputy Director is Rick Preston.
