Scheme of Community Development Through Polytechnics (CDTP)

The Government of India has taken many initiatives towards enhancing skill development[1]. One of the oldest initiatives is the Community Polytechnic Scheme started in 1979 and executed through All India Council of Technical Education approved Polytechnics. The Community Polytechnic Scheme was renamed as Community Development Through Polytechnics (CDTP) scheme in 2009 and was funded by Ministry of Education[2] until 2017. The scheme was transferred to Ministry of Skill Development and Entrepreneurship[3] by the Ministry of Education[4]. Presently the Scheme is under the Directorate General of Training (DGT)[5] in the Ministry of Skill Development and Entrepreneurship, an apex organisation for development and coordination at National level for the programmes relating to vocational training including Women's Vocational Training, and the Scheme is implemented through 600 Polytechnic Institutions in the Country. The selection of the Polytechnics[6] will be carried out by a panel of experts from the respective Ministry, State Directorate of Technical Education and NITTTR system. National Institute of Technical Teachers' Training and Research, Chennai is the monitoring agency of the scheme implemented through the Southern Region Polytechnics[7][8].

Implementation of the Scheme

Need Assessment Surveys

The scheme implementing Institutions are to conduct Need Assessment Surveys in the areas where activities are to be carried out.

Skill Development Training Programmes

The training provided to the human resource should result in gainful employment. The Needs Assessment[9] was carried out by the Polytechnics as per the standard guidelines. The CDTP Institutions may give priority to conduct skill-based training programmes[10] with technical bias.

Dissemination and Application of Appropriate Technologies

Rural India faces a technology deficit[11]. Various research institutions like Council of Scientific and Industrial Research[12] and laboratories have developed a large number of technologies. The scheme implementing Institution plays a pivotal role in the transfer of these technologies to the rural areas.

Technical and Support Services

  • Minor repair camps where the equipment can be repaired through Extension Centers and also at site at regular intervals.
  • Service centers.

The scheme Institutions may also

  • Extend support in establishing service centers and repair shops by villagers themselves
