Daniel Kiptoo Bargoria (born 17 February 1984 in Nairobi) is a Kenyan lawyer and energy practitioner appointed to the Energy and Petroleum Regulatory Authority (EPRA) since 2021.[1]

Early life and education[edit]

Daniel was born on 17 February 1984 in Nairobi. He holds a Bachelor of Laws (LL.B) from the University of Nairobi, a Master of Laws (LLM) specialising in Petroleum Law and Policy from the University of Dundee, and a Master of Business Administration from the University of Cumbria. He has also completed several executive courses from the Harvard Kennedy School.

Career[edit]

Daniel became the acting director general of the Energy and Petroleum Regulatory Authority before assuming the office officially.[2] Prior to this, he worked as the Chairman of the Government’s First Oil Committee and as a legal advisor at the Ministry of Energy and State Department of Petroleum. Kiptoo was instrumental in the drafting of the Energy Act, 2019 and Petroleum Act, 2019.

Achievements during his tenure include the successful implementation of the fuel marking program, the commissioning of the 500kV Sodo–Moyale–Suswa High Voltage Power Line transmission line, and the 40 MW Alten solar photovoltaic plant. He also led the delivery of 4.5 million litres of fuel products to Entebbe, Uganda, and supported the connection of 8.6 million households to electricity in Kenya.[3]

Fuel subsidy suspension in Kenya[edit]

Kiptoo played a key role in saving Kenya Sh9.4 billion from the scrapped fuel subsidy, although the country experienced a surge in fuel prices.[4] He was also instrumental in designing the Gulf fuel import deal to strengthen the Kenyan shilling.[5]

Rugby Career[edit]

Kiptoo was a professional rugby player, leading an illustrious career for club and country. He won the Kenya Cup with Kenya Harlequin multiple times and was part of the Kenya 15s rugby team. He also won the Africa Cup in 2011 and several Elgon Cups.

Awards[edit]

On 8 July 2022, Kiptoo was awarded the Order of the Grand Warrior (OGW) for his contributions to the energy sector in Kenya.[6]

Other considerations[edit]

Daniel is a member of the Executive Council of the Energy Regulators Association of East Africa and the current Chairperson of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA). He is also a member of the International Confederation of Energy Regulators (ICER) and the Regulatory Energy Transition Accelerator (RETA).
