The California Department of Financial Information System for California (FI$Cal) is a state government agency in the California Government Operations Agency of the executive branch of the government of California in the United States. The department is working toward full management and operation of its FI$Cal system.
As of March 2019, the State of California has spent more than $900 million on the Fi$Cal system.[1]
History[edit]
In July 2016, the California Department of Financial Information System for California (FI$Cal) was formally recognized as a new state of California department.:[2]
In May 2017, the Department of FI$Cal released its first strategic plan. Covering the years 2017–2021, the plan will guide activities through the final FI$Cal system project implementation phases and into the operation and maintenance phase.[3]
In March 2019, the FI$Cal system had 15,000 end users processing expenditures of $300 billion per year.[4]
Purpose[edit]
FI$Cal is one of the largest and most dynamic information technology (IT) undertakings in the history of the state. FI$Cal enables the State of California to combine accounting, budgeting, cash management, and procurement operations into a single financial management system. This eliminates the need for hundreds of independent legacy systems and state-entity-specific applications that support the state’s internal financial management operations. FI$Cal provides more standardization, transparency, discipline, effectiveness, and efficiency for the state’s crucial business processes.[5]
Leadership[edit]
Miriam Barcellona Ingenito is the first Director of the Financial Information System for California (FI$Cal) since its formal recognition as the Department of FI$Cal in July 2016.[6]
Neeraj Chauhan is Chief Deputy Director and Project Director of the Financial Information System for California (FI$Cal) since June 2015.[7]

Criticism[edit]
The FI$Cal system has received criticism for repeated delays and cost overruns.[9] State Controller Betty Yee has expressed concern its unreliability could undermine the State of California's credit rating.[10]
