Douglas "Buddy" Dowdy is the currently assigned Region 5 GA POST Investigator[1] and a former Police Chief. He is most famous for his involvement in the Poulan Police Scandal and the fabrication of a ten-page document[2][3][4] at the behest of Larry Whisenant to discredit one of the reporting officers that was later proven to be produced by Dowdy's own imagination, and without any corroborating evidence[5].
Early Life
Nothing is known about his early life, but Dowdy has been featured in news articles at the beginning and end of his tenure as Tifton Police Chief[6][7].
Career
Dowdy has been outed by his employer, GA POST[8], for being close personal friends with Larry Whisenant and Steve Hyman (the current Tifton Police Chief)[5]. Both Whisenant and Hyman were also involved in the Poulan Police Scandal. Hyman, apparently under Dowdy's direction, affixed his signature to the fabricated ten pages that Dowdy wrote without any oversight or concern[3][4][9][5] from the GA POST Council. The ten pages Dowdy produced as part of his "investigation" of both Zackery Watson's and John Masters actions were made publicly available after it was emailed through an attorney that was not representing the primary officer[4][9][8][5] under investigation, John Masters. The ten pages of "investigation notes" were the subject of several podcasts in late 2024 and early 2025. The ten pages were also published in October of 2024 in the appendix of the book Blue Line Rogue: Corruption in Georgia; an exposé of the events that occurred during the height of the Poulan Police Scandal[5] written by one of the reporting officers, John Masters.
Dowdy, by his own admission in his narrative on the ten pages, directly encouraged other officers to produce and support his false report with statements of their own. By Dowdy's own written admittance[5][3][4], Larry Whisenant was intimately involved in the production of the ten pages. The following officers contributed directly to the ten page falsified report by direct interaction with Douglas Dowdy and with his express instructions[5][2][3][4][9]:
- Ernie Ruark (Oglethorpe County Sheriff's Captain)
- Stan Sayer (Hartwell Police Assistant Chief)
- Paul Agnew (Former Hartwell Police Sergeant)
No refutation from Dowdy, Hyman, GA POST, Tifton Police, Oglethorpe County Sheriff's Office, Hartwell Police, Poulan Police, Georgia Sheriff's Association, or the GA Association of Chiefs of Police have ever been publicly announced. In an interview in early 2025 with a podcaster[8], one of the reporting officers was told about questions from the podcaster to the GA POST regarding Dowdy's conduct. The GA POST response was in writing, and directly avoided any mention of the ten pages or the investigation that Dowdy supposedly conducted[8]. Like others involved in the Poulan Police Scandal, no investigation into his involvement in the Scandal has ever taken place.
Personal Life
Little is known about Dowdy's personal life, although he has very apparent political connections throughout the state of GA; and within both the GA Association of Chiefs of Police and GA Peace Officer Standards and Training[10][11][12][13][14].
