EIFEC (European Institute for Export Compliance)

EIFEC (European Institution for Export Compliance)[1] is an Export Compliance International Standard-setting body. The institution's role is to define and create specific and workable standards, guidelines and regulatory certification mechanisms for emergency situations or critical aspects of any and all natures.[2]

Overview[edit]

EIFEC operates worldwide with headquarters in Brussels (Belgium( and regional offices in Basel, Bahrein, Berlin, Bucharest, Geneva, Hong Kong, Frankfurt, London, Paris, Washington D.C., Rome, Prague, Singapore, Stockholm, Warsaw, Madrid and with additional regional offices in the United States, Canada, Brazil, Mexico, Asia and Africa. By strategic alliance with leading Academic Entities, EIFEC promotes the culture of sound Export Compliance practices, and accredits third parties to perform and enhance compliance professional activities.[4]

The key areas that EIFEC operates on are the threat of Weapons of Mass Destruction (WMD: nuclear, biological and chemical armaments) proliferation, sanctions and embargoes, Anti Money Laundering (AML), and Health Emergency Risk in the context of epidemics.

Mission[edit]

EIFEC’s mission to foster international security through compliance. More specifically they aim to raise awareness of compliance worldwide, disseminate and ensure, as much as possible, the best work and business behaviours within the industries with by using a specialised compliance management framework derived from the International Export Compliance Standards (EIFEC EC1001 Series) also referred to as EU-ECF (EU Export Compliance Framework). The EU-ECF Framework is aimed to provide innovative solutions to the most significant and critical challenges that this global marketplace faces.

Activities[edit]

Since 2016 EIFEC also arrange training in the United States[6]. In 2020 EIFEC arranged a workshop in Milano for graduate students at the University of Turin with BIS (Bureau of Industry and Security) of the Department of Commerce[7] within the subject matters U.S. Export Control compliance, Export Management and Compliance Program and encryption.[6]

A part of EIFEC's activities involve participation in international forums and seminar as speakers covering the areas of export compliance. In November 2017 EIFEC hosted a seminar on Third party enhanced due diligence in cooperation with Deloitte.[8]


In April 2019 a national forum was hosted by Deloitte and participated by EIFEC for debate and update on Export Compliance & Sanctions, in the context of the current situation of uncertainty arising from the exit of the U.S. Government from the JCPOA 2015.[9]

From 2020 and amid the COVID-19 Pandemic, EIFEC started a new special compliance initiative in Maldives in order to help the islanders restore a general confidence (assurance) and support people and business on their way back to normal activities. This initiative was supported by Ministry of Tourism Maldives and The Maldives National University. As part of the initiative, EIFEC offered a Compliance Officer Training Programme in cooperation with Ministry of Tourism Maldives, the Department of Life Sciences and Systems Biology of University of Turin and the Maldives National University (MNU).[10]

Additionally EIFEC arranged, in cooperation with University of Turin - Dbios, an online training course for professional operators and service/business’ owners engaged in cleaning and sanitizing activities within living environment and/or working spaces, about the fundamentals needed to understand and develop a suitable preventive strategy to mitigate/contrast the spread of SARS-COV 2 will be dealt with.[11]

International Standards[edit]

EIFEC first series of standards include the EU Export Compliance Framework (EU-ECF).[12]

Due to the extraordinary circumstances during The COVID-19 pandemic and the great challenges generated by this, EIFEC has created  a specific policy for compliance development and implementation worldwide an absolute necessity. This holds true for all areas of human engagement and activity and is relevant globally.  

Since the beginning of the COVID-19 outbreak, EIFEC has taken an initiative to promote and implement Emergency Compliance globally.

EU Export Compliance Framework (EU-ECF)[edit]

EU Export Compliance Framework (EU-ECF) was created by EIFEC as an innovative tool to help an organization navigate through complex arenas. It aims to support an organization’s business objectives, identifies the boundaries of legal and ethical behavior, and establishes a system to alert management when the organization is getting close to (or crossing) a boundary or approaching an obstacle that prevents the achievement of a business objective.

EU-ECF includes:

·      The EU Code of Export Compliance (EU-CEC), which set the principles, best practices and Standards for the import/export industry to be adopted by any organizations.

·      The EU Export Compliance Guide Lines (EU-ECGL) for implementing the EU-CEC.

·      The EU Certified Export Compliant Organization certification (EU-C/ECO) to verify the proper EU Export Compliance behaviours and processes.

·      The EU Export Compliance Register (EU-ECR), to enhance the implementation of EU Export Compliance best practices by organizations and self-employed individuals engaged in import/export compliance and policy implementation.

·      The EIFEC Registration Number (ERN), attributed for the purpose of identifying organizations and persons in order to ensure their traceability. This prevents any abuse and allows to establish the identity of the certified organization/person in a simple way.

·      The EIFEC EC1001 STANDARDS series, consists of principles-based standards created to help organizations become more accountable, transparent and, after all, competitive. They address issues affecting governance, export models and organizational strategy, as well as providing operational guidance on export management and stakeholder engagement.

EIFEC ES 2001.06:HBY[edit]

To tackle the challenges occurring during the COVID-19 Pandemic, another standards-series has been created. EIFEC ES 2001.06:HBY has been a result of the need for increased global security amidst the pandemic.

Assisted by UNIFEC (the network of leading world Universities coordinated by EIFEC), EIFEC is collaborating with leading academies, educational institutes and think-tanks, such as HEALTHBY (the collaboration arm of an international consortium of leading EU healthcare institutions, universities and professionals), to ensure that cutting edge regulations and policies meet the demand posed by the pandemic.

The continuously evolving guidelines and regulatory frameworks that are being set both in the context of local governments as well as international organisations since the outbreak of Covid need to be made accessible to the general public and people need to be aware of how to comply with those regulations.

In order to best adhere to the necessary safety standards, now and in the future (during the desirable return to normality), it is important that all entities - micro, small, medium and large organisations - implement those compliance rules and policies with due diligence and remain vigilant to the health emergency and all other related risks.

The new Emergency International Standards series

·    Health Emergency Risk Compliance Management System (HER-CMS) in epidemic context (EIFEC ES2001.06:HBY/SHE) is a standard of compliance that can be implemented by any organization.

·    Compliance Management Systems for Sanitization Service Providers (SSP-CMS) in epidemic context (EIFEC ES2001.06:HBY/SSP) is specifically for sanitisation service providers.

Recognitions[edit]

  • On 07 October 2020, The Maldives National University (MNU) signs a memorandum of understanding (MoU) with EIFEC, marking a new cooperation with EIFEC and University of Turin, on the implementation of a programme Health Emergency Risk Management compliance in an epidemic context.[13].[14]
  • January 19, 2021, The Ministry of Tourism Maldives announced the endorsement of EIFEC Health Emergency Risk Compliance Management System (HER-CMS) Standards Series and its beneficial for the economy of Maldives as well as the Compliance Management Systems for Sanitization Service Providers (SSP-CMS), reserved for professional Sanitization Service Providers. Financing[edit]

EIFEC is funded by a combination of corporations that manage the particular projects or loan specialists to participate in the technical work.

Additionally it is also funded by subscriptions from member bodies and vending of standards.
