Earth Constitution

The Earth Constitution is the primary charter for the World Parliament, setting a framework to safeguard human rights, eliminate war, rejuvenate the environment, and ensure legal equality for all global citizens.[1] Unlike documents such as the Earth Charter or the UN Universal Declaration of Human Rights, the Constitution provides an actionable governance structure, including provisions for a World Parliament, World Judiciary, World Ombudsmus, and a Civilian World Police Force.[2]

The drafting spanned 23 years, from 1968 to 1991, with contributions from global citizens and legal experts, coordinated by the World Constitution and Parliament Association (WCPA).[2] A 25-member committee began the drafting in 1968 in Interlaken, Switzerland.[2] Five principal authors, Philip Isely, Terence P. Amerasinghe, S. M. Hussain, D. M. Spencer, and Max Habicht, developed the primary draft. Subsequent assemblies in Austria, Sri Lanka, and Portugal reviewed and refined the document until its completion in 1991 in Troia.[2]
