East German residential child care system worked 1949–1989.[1] About 495,000 children and youth were in normal residential homes and around 135,000 in "special" ones.

Orphanages were run by Protestant or catholic institutions, private individuals or societies or by Soviet administration.
German Democratic Republic 1949–1989[edit]
The goal of education was formation of a “socialist personality”, state run residential homes were supported, the other ones closed. About 495,000 children and youth were in normal residential homes and around 135,000 in "special" ones. 27,000 ex-institutionalized children demand reimbursement.
The special residential homes punished their inhabitants sending them to a working camp 'Geschlossener Jugendwerkhof' Torgau.
