INTRODUCTION
Etorkizuna Eraikiz (Building the Future) is a collaborative governance programme devised and implemented by the Gipuzkoa Provincial Council in a bid to detect and address the challenges that lie ahead for the historical territory. To this end it draws on the cooperation of the institutions and of social and economic agents, to make the results obtained part of its public policies [1].
MODEL
Led by Deputy General Markel Olano, in 2016 the Gipuzkoa Provincial Council introduced a project seeking to overcome the breach between politics and society, and consolidate a collaborative governance model in the territory[2][3][4].
To this end it set out to make use of Gipuzkoa's strengths and potential to come up with a collaborative response to the major challenges ahead, such as the ageing of society, industrial digitalisation, inclusive employment, the use of the Basque language and the revolution surrounding mobility[5].
The Etorkizuna Eraikiz programme therefore establishes two essential pillars: active experimentation and collaboration between the institutions and social agents.
The programme is composed of four main lines of action: Gipuzkoa Taldean, Project Office, Lab Gipuzkoa and Reference Centres.
This initiative also has its own special area at the Gipuzkoa Provincial Council building, known as Etorkizuna Eraikiz GUNEA. This is where many of the activities on the model programme are carried out[6].
Gipuzkoa Taldean
This sets out to encourage reflection and initiatives among the general public to address the challenges of the future.
This led to the introduction of a number of Etorkizuna Eraikiz Think Tanks. Several work groups were created to discuss the new political culture, green recovery schemes, work in the future and the future of the welfare system. The groups are composed of approximately 90 people[7] and have produced 52 solid proposals.
Another major component of Gipuzkoa Taldean is the Political Work Committee, composed of representatives of political groups in the Gipuzkoa "Juntas Generales" Council. The committee analyses the main social, economic and political challenges over the next decade[8].
It also features the Gipuzkoa Provincial Council's Open Budgets. This initiative enables the public at large to table and choose the projects they believe ought to be supported by the Provincial Council, thereby fostering public involvement in the political sphere[9].
Project Office
The Project Office seeks to build bridges between reflections and experimental projects, in order to guarantee connectivity and relational logic among all agents involved in the project.
The people of Gipuzkoa have tabled all manner of initiatives, many of which have been supported by the Gipuzkoa Provincial Council through schemes for subsidies, known as Citizen Projects[10]. By way of example, in 2020 a total of 24 new projects were undertaken[11].
One of the Etorkizuna Eraikiz projects was EkoFish, which sought to raise awareness among young people to resort to a new way of protecting the marine environment. This not only set out to encourage reflection on the problems facing the sea, but also to find solutions. The project also transmits knowledge to young people concerning sustainability and the circular economy[12].
This initiative was introduced in 2018, and has been repeated several times since, the third round during the 2020-2021 school term[13]. Four schools took part this year. Groups of pupils at each school undertook a number of projects to address the challenge of sea waste[14].
Gipuzkoa Lab
This space set up 30 experimental projects, from which some of today's major reference centres arose[15].
One of these is the Tourism HUB, seeking to promote collaboration among agents operating in the Gipuzkoa tourist sector with a view to developing this industry[16].
Another experimental project is the Etxean Bizi initiative. The objective is to create a permanent home care system for the elderly, with a particular focus on senior citizens in a situation of dependency or vulnerability. This is a care scheme which also attempts to give a considerable boost to users' quality of life[17] [18].
Another major project is the drive to increase the percentage of women on company boards. This is a Gipuzkoa Provincial Council initiative striving for equality. The objective is therefore to increase the percentage of women on boards of directors. To achieve this, "action has been taken to help monitor their level of involvement on company boards, and to this end platforms and databases have also been created"[19].
REFERENCE CENTRES
One of the Etorkizuna Eraikiz maxims is to "harness Gipuzkoa's capacity for innovation as much as possible" to address the challenges faced by the territory[20].
The reference centres are an essential part of this process. Each of them has different objectives, but they all share the common goal of increasing knowledge, enterprise and the potential for collaboration in the territory in each of the separate areas. The centres are an initiative introduced by the Gipuzkoa Provincial Council alongside the other institutions and agents operating in each area.
By the end of July 2021, eight reference centres were up and running on the Etorkizuna Eraikiz programme:
- 2deo, an audiovisual laboratory in Euskera[21].
- Adinberri, a centre to assist with healthy ageing[22].
- Arantzazulab, a social innovation lab[23].
- Badalab, a linguistic and cultural innovation lab.
- LABe, a digital gastronomy lab[24].
- MUBIL, a centre focusing on new mobility[25].
- NaturKlima, the Gipuzkoa Climate Change Foundation[26].
- ZIUR, an industrial cybersecurity centre[27].
In the same vein as this new model, despite the lack of a physical location, the Gipuzkoa Provincial Council has introduced the Gipuzkoa Strategy for Inclusive Quality Employment, Elkar Ekin Lanean 2021-2023. The strategy seeks to implement a system providing top-quality, dignified, inclusive employment, with a particular focus on those experiencing greater difficulties in entering the job market and consolidating their position there[28] [29].
INITIATIVES
In addition to the above, mention should be made of other initiatives such as the Etorkizuna Eraikiz capsule, which toured a number of locations in the territory in the summer of 2021, in a bid to encourage reflection on the Gipuzkoa of the future[30].
The capsule is a kind of tunnel, part of which shows Gipuzkoa's present-day characteristics. When these have been displayed, the other part of the capsule indicates the steps being taken by the Provincial Council. Finally, local people are given the chance to voice their opinions, writing down their reflections and putting them into a box in the capsule[31].
