Federal Socialism (Nepali: सङ्घीय समाजवाद) is an ideological framework that integrates socialist principles with a federal political system, rooted in the historical context of Nepal’s diverse nationalities. It emphasizes identity-based federalism, participatory democracy, and equitable economic transformation. Developed through the practical experience of the Nepali revolution, the doctrine adapts socialism to contemporary challenges, including the information technology revolution, artificial intelligence, and the knowledge-based economy. Federal Socialism envisions a socialist alternative to global capitalism, proposing that each nation follow its own path of socialist transformation based on its social and historical context.

Origins and Coinage

The term Federal Socialism was first conceptualized and publicly proposed in 2012 by Rajendra Prasad Shrestha, a senior political leader, founding General Secretary of the Federal Socialist Party, Nepal, and Federal Council Chairperson of the People’s Socialist Party (PSP). The concept was continuously promoted through party activities during periods of unification and polarization within Nepal’s socialist movement. Shrestha summarized Federal Socialism as:

“Federalism for the emancipation of oppressed nationalities, and socialism for the emancipation of the working class.”[1]

Following the promulgation of Nepal’s federal system in September 2015, Shrestha opposed the administrative-based federal structure. Although Federal Socialism had been referenced in party manifestos and constitutions since 2012, it was formally adopted as the guiding ideology at the First Federal Council Meeting of the People’s Socialist Party on June 20–21, 2025, in Chyasal, Lalitpur District. The council unanimously approved the ideological document titled The Nepalese Path to Socialism: Federal Socialism (Nepali: समाजवादको नेपाली बाटो: सङ्घीय समाजवाद),[2] reaffirming commitments to federalism, republicanism, secularism, proportional inclusion, and social justice. The proposal was presented by Rajendra Prasad Shrestha and is recognized as the party’s official guiding principle.[3]

Principles and Theoretical Foundations

Federal Socialism is a theory derived from the practical experience of the Nepali revolution. Its two main theoretical foundations are federalism and socialism, both of which have been applied and adapted in various countries according to specific historical and social contexts. In multicultural and multilingual Nepal, the integration of these principles carries historical significance: federalism serves the emancipation of oppressed nationalities, and socialism serves the emancipation of the working class.

As socialism of Nepali characteristics, Federal Socialism aims to build a democratic federal system, good governance, prosperity, social justice, and an equitable, discrimination-free society.”[4]

Federal Socialism emphasizes a scientific, rational understanding of society and nature. By integrating advancements in science and technology, including artificial intelligence, it asserts that progress can be achieved through human effort, guiding struggles against all forms of class, ethnic, regional, and gender-based exploitation and inequality.

Key Features

Federal Socialism combines traditional democratic principles—such as people’s sovereignty, pluralism, multiparty competition, constitutional rule, separation of powers, and human rights—with ten core elements:

  1. Identity-based Federalism: Parallel legislatures, cooperative governance, federal judiciary, provincial residual powers, and minority veto rights.

Federal Socialism proposes a federal democratic system with a directly elected president, fully proportional parliament, and councils of ministers composed of experts.[5] Provinces would have chief ministers and local executive heads directly elected by citizens. The system promotes gender, regional, and ethnic representation in leadership positions and implements open-list proportional representation.

Economic Vision

Federal Socialism critiques Nepal’s current economic system as dominated by crony capitalism and advocates for a socialist market economy accountable to society. Its economic objectives include:

  •  Socialization of the means of production and gradual construction of socialism.
  •  Fiscal federalism, financial reforms, and planning at federal and provincial levels.
  •  Coordination among public, cooperative, and private sectors.
  •  Promotion of agriculture, innovation, and cooperatives.

Significance

Federal Socialism is Nepal’s first detailed political doctrine explicitly defining a federal socialist state aligned with historical struggles for democracy, inclusion, and equity. It is considered an evolution of the 2006 People’s Movement and the 2015 Constitution’s commitment to socialism-oriented governance.
