Fernando Buarque[edit]

Fernando Buarque de Lima Neto is a Brazilian computer scientist and Artificial Intelligence researcher. He is professor of Artificial Intelligence at the centenary School of Engineering (POLI) of the University of Pernambuco (UPE), Recife-Brazil. His research interests are Computational Intelligence (Machine Learning)[1][2][3][4], Computational Semiotics[5][6][7][8], Applications of AI[9][10][11][12], and Intelligent Decision Support[13][14][15][16].

Academic Life[edit]

Fernando Buarque was born in Recife-Pernambuco-Brazil in 1965. He was educated (up to his Masters in Computer Science) in Brazil and in 1998, went to the UK where in 2002, he obtained his PhD at Imperial College London (at that time part of the University of London).

In July 2003, he returned from the UK to Brazil to pursue his professorial career at the University of Pernambuco. From 2004 to 2005 he was Head of Department Computing Engineering of POLI/UPE

In 2007 his team at the Computational Intelligence Research Group (CIRG, established in 2003) introduced the Fish School Search (FSS)[17] a swarm intelligence family of optimization algorithms that without external log and topological information about particles ia able to automatically on-the-fly switch between exploration and exploitation. Among many smart functionalities of FSS, the many variations available can perform: multimodal (wFSS)[18], many-objective (wmoFSS), mixed-data type (mFSS)[12],, and cultural (cwFSS) complex optimizations.

From 2007 to 2012, he was Head of the Post-Graduate Program in Computing Engineering of POLI/UPE, as well as Associate Vice-Chancellor – Postgraduate Programs of the University of Pernambuco.

In 2013, his team organized the first BRICS Congress ever (BRICS-CCI2013), versing on Computational Intelligence, in Porto de Galinhas-Brazil. In addition to the successful scientific gathering, it led in 2014, alongside other Latin American colleagues, to the creation of the Latin American Conference on Computational Intelligence (LA-CCI).

In 2013/2015 he held the office of President[19] of the Brazilian Society for Computational Intelligence (SBIC).

LACCI 2014, the first of the series, was first held in Bariloche-Argentina, followed by LACCI 2015, in Curitiba-Brazil. LA-CCI is currently an IEEE yearly international conference that brings together to Latin American Countries researchers to discuss their scientific output, and students to compete and attend the busy schools on Computational Intelligence. IEEE LA-CCI2016 was held in Cartagena de Indias-Colombia. IEEE LA-CCI2017 was held in Arequipa-Peru. IEEE LA-CCI2018 was held in Guadalajara-Mexico. IEEE LA-CCI2019 was held in Guayaquil-Ecuador. IEEE LA-CCI2020/21 is scheduled to happen in Temuco-Chile.

In 2018, with colleagues from Johannesburg-South Africa (University of Johannesburg), he published one of the first books on AI for children[20] (My-First-AI-Book: AI and Learning).
