Francis "Frank" Baraan (born Francis Martin Beltran Baraan; December 5, 1982), better known as Francis Baraan IV, is a Filipino public figure,[1] social media personality with over a quarter of a million online followers, human rights activist, mental health advocate,[2] hotelier,[3] columnist, blogger,[4] and political influencer nominated for the 2020 TOYM Philippines Awards, who is best known for being a vocal Duterte critic and for his viral, unapologetic socio-political posts or tweets. Early life and family[edit]

Francis was born and raised in Dagupan City, Pangasinan, is the eldest son of lawyer and former Justice Undersecretary Francisco Baraan III and entrepreneur Felicidad Beltran Baraan. He has three other siblings.

Public apology[edit]

Francis was among the Filipino public figures who apologized for sharing misinformation regarding the circumstances surrounding the death of Christine Dacera, the flight attendant who died under suspicious circumstances, and whose cause of death led to a lot of public speculation, especially on Twitter, where he along with TV personality Bianca Gonzalez and singer Frankie Pangilinan shared with their followers some misleading information that would have incriminated innocent parties. As a human rights defender, Francis admitted that he regretted having shared inaccurate information. In this lengthy PEP.ph news article detailing and explaining each of his, Bianca's, and Frankie's public apology, Francis was quoted as saying, "I've been advocating for human rights, but in a momentary huge lapse of judgment, I forgot one very important human right: THE PRESUMPTION OF INNOCENCE of SUSPECTS."[11]

Recognition[edit]

He was nominated, in 2020, for TOYM (The Most Outstanding Young Men) of the Philippines, one of the Philippines' most prestigious and notable awards, for his political activism both online and offline, for his vocal criticism against the Duterte Administration through his social media posts and via his online Op-ed for a Philippine-based online news publication, The Philippine Business and News (Brutally Frank column), and for his mental health, press freedom, free speech, and human rights advocacies.
