Francis Martin Beltran Baraan [1] (better known on social media as Francis Baraan IV or Frank Baraan; born: December 5, 1982 in Dagupan, Pangasinan; )[2] is a Filipino human rights activist, journalist, [3] Op-Ed Columnist (media), political blogger,[4] mental health advocate,[5] [6] hotelier,[7] [8] & social media & socio-political influencer[9] most known for his vocal criticism against Philippine President Rodrigo Duterte and his administration on Twitter, Facebook, and on his Op-ed column, Brutally Frank, on The Philippine Business and News, a Philippine-based online news portal.


In October 2020, he was nominated for '''The Outstanding Young Men of the Philippines''' ('''TOYM''') Awards, a prestigious yearly search conducted by JCI Philippines, which awards outstanding Filipino youth, who have made significant contributions in their respective fields. He was shortlisted as one of the 20 Finalists from among the approximately one hundred nominees.[10]

Early life and family[edit]

Francis was born and raised in Dagupan, a small city in the province of Pangasinan. He is the eldest of the four children of former Justice Undersecretary Francisco Baraan III,[11] [8] a Filipino lawyer, and Felicidad Villarda Beltran-Baraan, a Filipino real estate developer.

Education[edit]

Francis attended the first two years of his college years at the University of Asia and the Pacific, where he took Liberal Arts, and went to graduate at the Lyceum-Northwestern University, where he majored in English. He also attended the Manila Branch of the University of Western Australia for his MBA. He dropped out after just one semester.[12]

Online activism[edit]

Francis' critical tweets about Duterte, his allies, appointees, celebrity supporters have either been top trending tweets, or have gone viral. Boxer-turned Senator Manny Pacquiao is one of Duterte's political allies, whom Francis has called out on several occasions.[13]

Early of January this year, after joining the #JusticeForChristineDacera trending topic on Twitter, Francis and other prominent public figures and celebrities like TV personality Bianca Gonzales, and singer Kakie Pangilinan, all later issued their public apologies on social media, after admitting to having shared inaccurate and misleading information surrounding the death of PAL Flight Attendant Christine Dacera, and to having unwittingly made the "persons of interest" in the ongoing case by the Philippine National Police look guilty.[14][15]

Celebrity feud[edit]

OPM icon and fellow Duterte critic Jim Paredes once advised Francis to ignore and stop engaging comedienne and staunch Duterte supporter Ethel Booba in a public Twitter feud.[16]

Nominations and recognitions[edit]

Finalist -- The Outstanding Young Men of the Philippines (TOYM) 2020; main category: Online Journalism; second category: Social Media Activism. Subsequently, TIME Magazine Democracy Icon Senator Leila de Lima sent Francis a personal, handwritten letter congratulating him for his nomination.[1]
