Fred Hong Joo Jung (born October 5, 1973) is an American politician. He is the current mayor of Fullerton, California,[1] and a candidate for the Orange County Board of Supervisors[2] representing District 4. Born in Seoul, South Korea, Jung immigrated to the United States at the age of five and has been a resident of Fullerton since 1987.[2] He attended Sunny Hills High School and the University of Southern California. Elected to the Fullerton City Council in 2020, Jung became the city's first Korean-American council member and was appointed mayor in 2021. He was re-elected to the council in 2024.[3]
Beyond his municipal duties, Jung has held leadership roles in several regional organizations, including serving as Chair of the Orange County Power Authority and Vice Chair of the LOSSAN Rail Corridor Agency. He also serves on the boards of the Metropolitan Water District of Southern California, Orange County Transportation Authority, and Orange County Water District, among others.[4] In 2025, Jung announced his candidacy for the Orange County Board of Supervisors, with the election scheduled to be held in 2026.[5]
Early life and education
Fred Jung was born in Seoul, South Korea, and immigrated to the United States at the age of five. Since 1987, he has resided in Fullerton, California, where he attended Sunny Hills High School and the University of Southern California.[3]
Political career
In early 2025, Fred Jung, the mayor of Fullerton, California, announced his candidacy for the Orange County Board of Supervisors,[5] aiming to represent District 4, which encompasses cities such as Fullerton, Anaheim, Buena Park, La Habra, and Placentia. Mayor of Fullerton, California
Fred Jung was elected to the Fullerton City Council in November 2020, representing District 1. He became the city's first Korean-American council member.[3] In December 2021, he was appointed mayor and was reappointed in December 2024. As mayor, Jung presides over council meetings and serves as the ceremonial head of the city.[8]
Chair, Orange County Power Authority (OCPA)
Jung is a founding board member of the OCPA, a community energy provider. He was elected Chair in January 2023 and reappointed in 2024.[3][9]
Chair, LOSSAN Rail Corridor Agency
In January 2025, Jung was unanimously selected as Chair of the LOSSAN Rail Corridor Agency,[10] which oversees the Amtrak Pacific Surfliner service. He represents the Orange County Transportation Authority on the board.[11]
Board Member, Orange County Transportation Authority (OCTA)
Jung serves on the OCTA Board of Directors, representing Fullerton and the 4th Supervisorial District.[1] He also chairs the Transit Committee, contributing to regional transportation planning and policy.[12]
Vice Chair, Metropolitan Water District of Southern California (MWD)
As a board member and Vice Chair of MWD, Jung participates in overseeing water policy and infrastructure for Southern California. He also serves as Chair of the Legislative and Communications Committee within the MWD.[13]
Director, Orange County Water District (OCWD)
Appointed in January 2025, Jung represents Division 10 (Fullerton) on the OCWD Board.[14] His term extends through December 2028.[15]

Personal life
Jung is a father whose children have also attended Sunny Hills High School.[19] Reflecting on his upbringing, where his parents worked full-time and he lacked opportunities to participate in youth sports, Jung founded the Junior All-American Bears nonprofit in 2008. This organization has grown into one of North Orange County's largest and most diverse youth football and cheer programs, achieving multiple Super Bowl Championships and a 2020 Cheer National Championship.[4]
Beyond his civic duties, Jung has engaged in entrepreneurial ventures, including founding jazz magazines such as All About Jazz Los Angeles, All About Jazz Chicago, All About Jazz San Francisco, and Jazz Weekly. He has also served on the Board of Directors for the Jazz Journalists Association.[1]
