freeRouter is an open-source[2] network routing software. It handles raw packets from interfaces so it does not use the underlying OS's network stack, so it can perform any encapsulation independently. The CLI is similar to Cisco IOS with some differences. The biggest one is that there is no global routing table, so every interface must belong to a VRF. There is a child project[3] packaging freeRouter into a bootable image.
