Gary Richard Arnold is a businessman and Republican politician.[1][2] He is from Santa Cruz, California, and is a frequent candidate.[3][4] He ran against John Leopold in the Santa Cruz County Supervisor District 1 election.[5][6] As the republican candidate for Congress from the 16th district of California,[7] he attracted attention in October 1982 when he became involved in a shouting match with Ronald Reagan, accusing him of being responsible for the largest tax hike in history.[8] He is also concerned with the issue of liberty.[9] He has been active and vocal in expressing his concern about the issue of water fluoridation [10][11] and getting rid of smart meters which he refers to as spy meters.[12] Another issue he has been vocal about is Chemtrails. He also has an involvement with the organization SCARE aka The Santa Cruz Alert Response Emergency.[13][14] He is also notable as for his activities as an activist.

He was born in 1941.[15] He was educated at Santa Monica College.[16]

Political career[edit]

1960s to 1970s[edit]

Since 1966, Arnold has been active in politics.[17] He was a Republican candidate in California for the 1966 general election where he ran against Democrat nominee for Los Angeles' 63rd District, Yvonne Brathwaite Burke.[18][19] With 31,350 (43.56%), he came short of her 40,616 (56.44%) votes.[20][21] In 1968 general election he ran against James Q. Wedworth.[22]

1980 to 1982[edit]

In 1982, as it appeared in the March 14, issue of the Santa Cruz Sentinel, there were two candidates indicating their running for in the Republican primary for the U.S. House of Representatives were Arnold of Santa Cruz and Anne Nixon Ball of Pebble Beach with the winner having to run against Leon Panetta in the November 2 general election.[23] In an article Arnold Says He's At War Against Totalitarians which appeared on page one of The Sunday Sentinel, Arnold said that he was at war against totalitarians of Wall St. and Washington.[24] Also in June, he won the primary's over candidate Ball.[25] In the general election that year, he did run against Leon E. Panetta.[26] Arnold lost to Panetta with Panetta picking up 140,602 votes to Arnold's 24,068. In spite of Panetta being Panetta winning the election and being elected to a fourth term as the representative for California's 16th District, Arnold said it was a victory because it wasn't predicated on filling a seat but filling a void in America and replacing fiction with fact.[27]

The Reagan incident[edit]

In October 1982, Arnold was involved in an argument with Ronald Reagan which resulted him appearing on the front pages of major news sources that included USA Today,[28] The Washington Post,[29] and The Washington Times.[30] During a pep-talk from the president in the White House's East Room, Arnold stood up and said to Reagan, "Mr President, you have given us the largest tax increase ...in the United States ... history". Some members tried to push Arnold into his seat but he persisted and continued. He also mentioned Reagan's reversal on Taiwan and the Soviets having a higher increase in trade and the Americans getting the shaft. He mentioned of a Reagan-mortis setting into the nation's body politic.[31] Throughout the exchange, Reagan frequently pointed his finger at Arnold. Reagan denied that the tax increase was the largest and his abandonment of Taiwan. Arnold not letting Reagan reply finally led to Reagan losing his patience and telling Arnold to "shut up". Outside and speaking to reporters, Arnold said that Reagan being right was an illusion and he would support Reagain if his actions followed his rhetoric [32] In the newspaper article "Republican Accuses Reagan Of Fraud", that appeared in the October 8 edition of The Cincinnati Enquirer, in relation to Mr. Reagan's "taxploita-tion" program, Arnold said that it was criminal fraud for the Republican Party and president to have used campaign contributions to boost it. He also mentioned the $100 billion tax increase (in taxes) and the threat of withholding of funds from the candidates that didn't go along with it. Arnold also attacked a couple of organizations. Over the alleged misuse of funds, for the supposed to push- for a tax increase, he was also reportedly having an attorney draw up papers for a suit against Reagan and the Republican National Committee [33] In the October 7 issue of the Daily Iowan, Arnold had claimed he hadn't planned to take on Reagan but regarding the issue of the party and leadership distancing itself from the people he was set off. He also said that Regan being Right Wing was an illusion.[34] Arnold's actions caused his local Republican party to distance themselves from him as well as him losing their support.[35] Following the incident Arnold was on the White House lawn in front of a crowd of reporters. When asked about his motives, he replied with "To tell the emperor he has no clothes on."[36]

October 1982 to 2000s[edit]

Later in October 1982, he was in the news again. An article, GOP spying on own members, Arnold Charges appeared on page 2 of the October 2 edition of the Santa Cruz Sentinel. Arnold charged that the GOP was engaging in the new Watergate scheme by spying on its own members who had been critical of Reagan and the Trilateral Commission. Arnold held a press conference on the Soquel Avenue site of the former headquarters of Hawk Security International. He stated that Hawk had been investigating him on behalf of the head of the Trilateral Commission and others. He also mentioned that there were 2,000 individuals under investigation to stop and censor criticism of Reagan etc.[37]

In 1983 he ran in a special election brought about by the vacancy caused by Congressman Phillip Burton's death.[38]

In 1984, Arnold was in the New Hampshire presidential primary campaign along with other challengers to Reagan's renomination.[39] They which included Harold Stassen who in 1948 was a serious presidential candidate, Benjamin Fernandez a California businessman who would be the first Hispanic presidential contender and David Kelley of Pigeon Forge, Tennessee who had views which included one that involved African Americans being sent to Africa.[40] Arnold's campaign literature was making accusations again Reagan and Bush of advancing the cause of a one world government.[41]

In August 1986 he had some problems in getting accepted as a candidate for city treasurer. The Los Angeles Times August 29 article said that Arnold who owned a business in Northern California filed a lawsuit over officials allegedly questioning him whether he was a city resident. According to Arnold's lawyer, Robert A. Von Esch Jr., County Superior Court Judge Tulley H. Seymour who had issued an order, enabling Arnold's name to be included on the November 4 ballot, had ordered the city clerk to certify Arnold's candidacy. Also ordered to forward the papers to the registrar of voters. Representing the city, attorney William B. Rodiger had asked Judge Seymour for more time so they could prepare their case. In spite of the judge scheduling another hearing on the 17th for the following month, he ordered that Arnold be included in any official election materials printed before that date. Commenting on what was taking place, Arnold said that they were desperate to keep him off the ballot because in the city treasurer's position, he would tell them where the money was going.[42] Around mid September or just after, Arnold was ordered by an Orange County Superior Court judge to give a deposition to prove his place of residence. The documents the judge ordered Arnold to produce included electricity bills. The following week Arnold filed documents asking the 4th District State Court of Appeal for a review that decision. City attorney John Harper has said he wanted to take Arnold's deposition, for the main reason of finding out where he lived. Arnold referred to it as harassment. According to Arnold's attorney William Yacobozzi Jr., Arnold didn't want to answer questions because prospective candidates "should not be subjected to a deposition.[43] In October, Judge Seymour rejected the city officials claims that Arnold was not a legal resident of the city and therefore not qualified to run. He ruled that Arnold was a bona fide candidate.[44] As a new comer there, he ran against real estate agent Carolyn H. Davis in the Orange County Election,[45] coming in second behind her.[46]

2000s to present[edit]

In 2010, Arnold was back in the congressional race. His last time was in 1982. Other candidates were Republicans Pete Andresen, Arthur Dunn, Jeff Taylor and Democrat Sam Farr. Eric Petersen from the Green Party and Libertarian Mary Larkin were also running. Arnold was critical of Democrat Farr for his backing of the North American Free Trade Agreement. Arnold referred to NAFTA on his website as the Shafta of American jobs.[47] At that time he referred to himself as fiscal conservative who was freedom-oriented on most social issues. He also said he was a tea-party tough who rejected bossism, be it from cartels, unions, or political parties.[48]

In the June 5, 2012 [49] Board of Supervisors election, Arnold and Charles Andrew Paulden lost to John Leopold.[50] Leading up to the election, Arnold said that if he was elected he'd end the contract with the World Bank, and let the people know what really goes on behind closed doors.[51] In the three candidate election coming in at second place, Arnold pulled 2,320 votes at 18.94%.[52]

Articles and commentary[edit]

In 1980, Arnold fell foul of the ICC over leaflets with references to Communism.[56] At a press release in June 1982, Arnold was critical of the media as well as reporter Paul Beatty. He also said that he could continue to expose those who are attempting to "sell out the sovereignty of the United States to sickness land con-trolism of socialism."[57] In 1983, following the Assassination of Ninoy Aquino, Arnold had an article published in the September 5–11 edition of The Philippine Times. The article about his assassination which was written by Arnold appeared across pages 6 and 7 of the edition.[58]

Arnold has said that education is shallow, and that people are kept naive by political science teachers, journalism and history teachers. He said that this hides the secret organization which has seized control of the US government.[59]

Activism[edit]

Arnold has been described as a relentless critic of local government. During the 1980s, he led a group called Placentia Watch.[60] He was also connected with two other groups, Placentia Citizens for Civic Responsibility, and Citizens' Watch.[61] The group Placentia Watch was reportedly there to keeps tabs on local officials and issues.[62]

In an article that appeared in the September 17, 1985 edition of The Los Angeles Times, Arnold was reportedly calling for the suspension of suspension of Placentia City Manager Roger Kemp and City Atty. John Harper. He alleged that officials had denied him access to public records. He was to appear before the City Council that night to make a case for access to the records. And until a full investigation was completed, he was seeking was also seeking Kemp and Harper's suspension. Frank B. Dunnavant, Placentia's finance director did say that he denied Arnold some access to records. The reason given was that requests would have taken an good amount of time to compile information. The previous year Arnold had made accusations of backroom politics and conflicts of interest. He also commented on the city attorney picking up tires from the city maintenance yard after they were bought from a council man who was an executive with Goodrich Corporation. There was also a direction by the council to the city attorney to start an investigation of Arnold. But according to findings by the state Fair Political Practices Commission and Orange County district attorney's offices found no grounds to prosecute. Arnold filed a claim for damages alleging that that the investigation infringed on his First Amendment rights. The claim was rejected by the council.[63]

In the Santa Cruz Sentinel, Arnold stated that he believed local representatives weren't doing enough to fend off global players and their power grabs.[64] He is a supporter of posse comitaus and has been vocal on the issue of water fluoridation and referred to the water as being poisoned. His voters pamphlet for when he was running against John Leopold said that his election would end Franken Foods and fluoride that scrambled male fertility.[65][66] Having stated that liberty was the biggest issue he was concerned with [67] and with the issue of chemtrails, he has referred to them as "Death dumps containing toxic poisons."[68] He released a 15-minute mini documentary that in his words, described the horrors of Chemtrails, referred to as "Death Dumps" and "Air crap".[69][70]

Association with activists[edit]

Arnold has an association with Anthony J. Hilder that goes back to 1966. Arnold was distributing paper back books about the Bilderbergers and the Council on Foreign Relations. Years later in the 1980s, Arnold rented a cottatge to Dr. Anthony Sutton.[71]

Deborah Tavares who appeared with Arnold at Conspiracy Con 2012 to talk about Smart meters [72] was arrested in January 2011 in relation to that issue. She was arrested in Rohnert Park, south of Santa Rosa on January 2011 for blocking a dispatch center driveway. She and other protestors blocked the driveway which was used by meter installation trucks. Her words echoed those of Katharina Sandizell a staunch Democrat who did similar in Marin County.[73] Around 2012, Arnold and Tavares joined forces in relation to issues surrounding this.[74]

Conspiracy Con[edit]

He attended Conspiracy Con 9 where he was in a live discussion with Anthony J. Hilder.[75] Along with Deborah Tavares he was listed to speak at Conspiracy Con 2012, held at Santa Clara, California in June that year. They were to speak about the effects of Smart Meters.[76] Other speakers there included Jim Fetzer, Stan Monteith, Brian Sussman, Mickey Huff and Nancy Banks.[77]

City of Watsonville Council Meetings[edit]

On September 14, 2010, Arnold attended a council meeting at the City of Watsonville. Arnold and Nina Beety were supporting a moratorium on installation of SmartMeters. Safety, privacy and rates were the concerns they expressed.[78][79] On October 26 of that year, Arnold expressed his concern regarding water fluoridation and AMBAG. Along with Jim Roselle, John Cree and Sean Lomeli spoke out against approval of agreement for water fluoridation in the City.[80][81] On June 12, 2012, both Arnold and Anthony J. Hilder attended a council meeting at the City of Watsonville which was televised live on Charter Cable Communications Channel 70 and AT&T Channel 99. Hilder was voicing concerns about toxins being put into the people's food and water supply while Arnold was asking Council to break contract with the International Council for Local Environmental Initiatives and the World Bank.[82][83]

Recent activity[edit]

In March 2014, he was at a Meeting of the Scotts Valley City Council expressing concerns about politics in Santa Cruz County, California, also the nation.[84][85][86]

On the 10th of April, 2015 Arnold spoke out in support of a $100,000 investment to purchase 20 body cameras for police and 9 cameras for their cars. He said that this would be protection for police from slander as well as a deterrent to criminals running away when being stopped. He also said that it would reduce the insurance costs for the city. He was the only member of the public to speak about this.[87]
