Hafiza Khatun (Bengali: হাফিজা খাতুন; born on 12 July 1954) is a Professor of Geography and Environment[1] at the University of Dhaka where she joined in 1986 as lecturer. Hafiza Khatun started her career as a research Officer in Urban Development Directorate. She published nine books and more than 80 research articles in national and international journals.

Early life and education[edit]

Hafiza Khatun was born and brought up in Bongshal in Old Dhaka, Bangladesh. Among 10 siblings, Khatun is the 4th daughter and the 7th child of Mawlana Kabiruddin Rahmani and Begum Faizunnessa. In spite of her father being a Mawlānā and a religious leader in the then conservative muslim community of Bengal, Hafiza along with her siblings went on to attain higher education and eventually pursued academic career againts many sociocultural odds. On this, she was supported by her parents and especially by her mother who was an activist for girls' education and was involved in the establishment of one of the oldest school in the then Dhaka region, 61 Masumabad Government Primary School[2] in 1921.

Khatun received her primary education from Malitola Government Primary School, Old Dhaka, Secondary Education from Kamrunnessa Government Girls High School, and Higher Secondary Education from Begum Badrunnesa Govt. Girls' College. She obtained BA Honors (1976) and MA (1977) in Geography from Jahangirnagar University. She was awarded with Commonwealth Scholarship to obtain another master's degree (Urban & Social Geography) from University of Alberta, Canada, which she completed in 1984. She obtained her Ph.D. from University of Dhaka in 1998.

Khatun belonged to the very first batch of the female students in Jahangirnagar University while to the second batch of University students. She was an athlete and also the first Female Blue[3] (Athletics) of Jahangirnagar University.

Career[edit]

Hafiza Khatun began her career in 1979 as a Research Officer under Urban Development Directorate, Ministry of Housing and Public Works. She worked as a Lecturer from 1981 to 1986 in the Department of Geography at Kumudini College and Eden Mohila College. She later joined the University of Dhaka in 1986 as a Lecturer, where she eventually obtained her full professorship in 2000 and served as the Chairperson of the Department of Geography and Environment from June 2015 to June 2018. Dr. Khatun's teaching interests have been on wider areas of Human Geography; Environmental Studies; Disaster Management; Land Management and Resettlement Issues, Sustainable Development; Gender and Development.

Service to Professional Associations[edit]

Khatun has had substantial contribution to the establishment and improvemet of various professional organisations throughout her career. She has was the Director of the Disaster Research Training Centre (DRTMC)[4] of the University of Dhaka during 2016-2020, President and Life Member of Bangladesh Geographical Society (BGS) and Bangladesh Resettlement Network (BRN),[5] Vice President and Life Member of Bangladesh National Geographical Association (BNGA) and Bangladesh Regional Science Association (BRSA),[6] Founder Life Member of International Network on Displacement and Resettlement (INDR),[7] Life Member of International Development Evaluation Association (IDEAS),[8] Community of Evaluators - South Asia,[9] Asiatic Society of Bangladesh (ASB), Bangladesh Bioethics Society (BBS) and Bangladesh Association for Advancement of Science (BAAS), Academic Advisory Committee Member of National Research Center for Resettlement (NRCR), Hohai University, Nanjing, China from 2019. Khatun has also served as the editor of many scientific journals including: Journal of the Asiatic Society of Bangladesh, Science,[10] Dhaka University Journal of Earth and Environment Sciences, Oriental Geographer, BGS, Bhugol O Poribesh Journal, Protibesh - Journal of the Department of Architecture, BUET[11] (Editorial Board Member).

Research[edit]

Hafiza Khatun is a Social Safeguard Specialist and contributed to policies and planning related to land acquisition, development activities, resettlement and rehabilitation within Bangladesh and in the international context. She conducted studies on the relocation/resettlement of the people displaced for development of infrastructure projects funded by leading development finance institutions (DFIs) ( including World Bank, Asian Development Bank, DFID, JICA, SIDA, CIDA, DANIDA, EU, UNDP, UNFPA, UNICEF etc.) and has introduced the concept of resettlement and rehabilitation within Bangladesh. She is one of the pioneer team members in preparing National Policy on Involuntary Resettlements and Rehabilitation (NPIRR) for Bangladesh in 2009. She designed and implemented numbers of Resettlement Plans (RPs) for many mega infrastructure projects including Jamuna Multipurpose Bridge, Bhairab Bridge, Padma Bridge, Dhaka Elevated Express Way and Coastal Embankment Project that have resettled and restored livelihood of more than 100,000 displaced families. She had also contributed in developing National Plan for Disaster Management (2021-2025) for Bangladesh.

Khatun's work on practices and challenges of resettlement in Bangladesh has been summarised in the book titled Development-Induced Displacement and Resettlement in Bangladesh: Case Studies and Practices.[12] In an effort to train the professionals towards resettlement in Bangladesh, Khatun has designed and offered courses on Management of Land Acquisition, Resettlement and Rehabilitation (MLARR) at post graduate level in multiple universities in Bangladesh. Khatun has also trained professionals in Disaster Management via post graduate courses in different universities of Bangladesh.

Bangladesh Liberation War[edit]

Hafiza Khatun actively participated in the war of liberation of Bangladesh in 1971 under the command of her brother Abul Hasan Masud. Khatun's family residence (Kabiruddin Residence)[13] at old Dhaka was the center of a guerrilla unit directed by Masud while all of her family members were involved with the war. Khatun was involved in providing food, medicine and primary first aid to the freedom fighters, communicating among group members, facilitating with hiding places and cleaning and transportation of firearms. Masud, now a Bangladeshi-American was the Guerrilla Commander of Bongshal Area, Kotwali Thana of Dhaka City (under Sector-2) during Bangladesh Liberation War. Khatun's brother Abu Raihan Mahmud fought in the Sylhet Front under Sector-3 in 1971. He was a Bangladeshi Entrepreneur based in Mozambique and passed away on 8 June 2017.[citation needed]

Education and Social[edit]

Hafiza Khatun has established five trust funds in different research and educational institutions with aims of promoting education among the less-privilaged, promoting research and establishing gender equity in higher education, three by her own contribution and two in collaboration with famiy members. The Faizunnessa Kabirudding Memorial Foundation[14] in Asiatic Society of Bangladesh (since 2015) promotes research on Dhaka, Faizunnessa Kabirudding Memorial Foundation - Boro Koyer Primary and High School in Gazipur (since 2011) provides financial support for meritorious students in crisis, Faizunnessa Kabirudding Memorial Foundation - Department of Geography and Environment, University of Dhaka (1)[15][16] awards gold medal to the top standing student in BS (Hons) level and supports future research in Geography and Environment, Faizunnessa Kabirudding Memorial Foundation - Department of Geography and Environment, University of Dhaka (2)[15][16] grants scholarships to three students in MS level to facilitate their research work, Hafiza Khatun Gold Medal Trust Fund - Department of Geography and Environment, Jahangirnagar University recognises awards a gold medal to the top standing student in BS (Hons) level and provides financial support to pursue research in Geography and Environment. Over years, Khatun has also supported the operation of Anjuman Mufidul Islam, a philantropic organisation (council and life member), and many schools in the rural areas of Bangladesh by providing books, counselling and guidance.[citation needed]

Khatun is married to Prof. Dr. Md. Hazrat Ali,[17][18] now the Vice-Chancellor of First Capital University of Bangladesh (FCUB), Chuadanga. from 2018. Khatun has three children and six grand children. Her eldest daughter; Tania A Ali (CPA), born and brought up in Bangladesh, is now a practising Accountant in Australia. Khatun's second daughter Dr. Tonima S Ali is an academic and researcher of MRI based neuroimaging.[19][20][21] Khatun's son Capt. Tahseen E Ali (Retd) is an Electrical Engineer by profession and previously served at Bangladesh Army.
