Angelina “Helen” D.L. Tan (born October 1, 1971) is a Filipino doctor and politician known as an advocate of public health. Her legislative agenda includes reforms in the health sector and the provision of essential social services for the Filipinos, such as education and livelihood.

She is the incumbent Congresswoman of the 4th District of Quezon Province, Chairperson of the Committee on Health of the House of Representatives, and Co-Chairperson of the Asia Pacific TB Caucus and the Philippine TB Caucus.[1]

Early Life and Education[edit]

Tan was born in the province of Rosario, Batangas, to Angel de Luna and Natividad Beredo. She took up a Bachelor of Science in Nursing at Medical Center Lucena Educational Institute in 1989. She, then, pursued her Doctor of Medicine[2] at Fatima Medical Science Foundation Inc. in 1998.  She took her post-grad internship in 2002 and residency training on internal medicine in 2006, both in Quirino Memorial Medical Center. She also acquired a short course of Hospital Management at Asian Institute of Management in 2010. In the same year, she earned her Master’s in Business Administration in Health from the Graduate School of Business of the Ateneo de Manila University. Throughout her studies, she received the Clinical Competence Award, Florence Nightingale, and Academic Excellence Award.

Political Career[edit]

She started her political career when she ran and was elected in 2013 as the Congresswoman of the 4th District of Quezon Province.  She also served as the Vice Chairperson on the committees on Social Services and Labor and Employment at the House of Representatives; and member of committees on Health, Appropriations, Agriculture and Food, Aquaculture and Fisheries Resources, Women and Gender Equality, Population and Family Relations, Overseas Workers Affairs, Small Business and Entrepreneurship Development and Southern Tagalog Development. Tan was named as one of the active filers among female members of the House of Representatives during the 16th Congress, having authored more than 300 bills and resolutions.

In 2016, she was re-elected as Congresswoman in the district. From her previous position in the House, she became the Chairperson Committee on Overseas Workers Affairs and member of committees on Ways and Means, Public Works, Higher and Technical Education, Labor and Employment, Population and Family Relations and Southern Tagalog Development.

She was re-elected as Congresswoman in local election and became the Chairperson on Committee on Health of the House of Representative in 2019.

Her jurisdiction had enacted laws, such as the Universal Health Care Act, Comprehensive TB Elimination Act[3], Anti-Hospital Deposit Act, HIV and AIDS Policy Act, Mental Health Act, Mandatory PhilHealth Coverage for All Senior Citizens, and National Integrated Cancer Control Act.

With the concerning mortality rate from lung disease in the Philippines, she formulated a bill, which sooner was enacted as the Republic Act 10767 or the “Comprehensive Tuberculosis Elimination Plan Act.” Tan was elected as Co-Chairperson of First Asia Pacific TB Caucus[4].
