Huang De-hui (黃德輝) is a technical assistant of the Taiwan Railway Keelung electric branch and a whistleblower.

Because of the 2018 Yilan train derailment incident, 18 people were killed and 187 people were injured. The reasons for the incident were discussed. Huang Dehui was the first to reveal that the saying that "Puyuma Express's speed of 140 kilometers per hour may not be true" and that there are several photos of the inside of the Taiwan Railways Administration that differ from the ATP speed by nearly 40 kilometers per hour. Among them, Huang Dehui, the technical assistant of the Taiwan Railway Keelung Electric Substation, named the book "Apple Daily" and also gave an "SET News" interview. He analyzed that the accident was caused by the train's power failure and pointed out that the senior staff of the Taiwan Railway knew the vehicle was faulty and also instructed the driver to continue driving, criticizing this as "bureaucratic killing."[1]
Huang Dehui had previously been accused of breaking the Labor Standards Act because of his overtime work. He had been recorded in the media and had been remembered. It was not unexpected for the action of the Taiwan Railways Administration. Huang Dehui said that since he worked in the Taiwan Railways Administration for eight years, his annual performance appraisal has been bad. "It is basically workplace bullying."[2]
Response
The Taiwan Railways Administration issued a statement stating that the Taiwan Railways Administration believes that Huang Dehui's move is based on the goodwill of maintaining this Council and will not be subject to any disciplinary action against Huang.
Proposed law
In addition to Huang De-hui, the former Secretary-General Lin Hsi-shan's greed and the Bank SinoPac violation of the bill were all attributed to internal whistle-blowing, but the whistleblower of the Lin Hsi-shan greed was transferred after the fraud. And the Bank SinoPac case whistleblower was sent a letter from the union to shut up, showing that Taiwan lacks a decree to protect the deceased. The Taiwan legislature also questioned why Executive Yuan has been delaying the Legislation Protection Act.[3]
