Istanbul Rumeli University is a private university established in Silivri, Istanbul, by the Balcı Foundation in 2015, under Law No. 6640.
Istanbul Rumeli University commenced its educational activities in a building situated within the Mehmet Balcı Campus in Silivri, Istanbul, during the 2016-2017 academic year. The university also possesses the Golden Horn Application and Research Campus in Beyoğlu, as well as the Bostancı Application and Research Campus in Kadıköy. Additionally, there are plans for a new campus named Fikriye Balcı in Çatalca.
