James P. Howard II is an American data scientist and adjunct academic affiliated with the Johns Hopkins University Applied Physics Laboratory. His work focuses on computational methods in public policy and technology, with published research in areas such as artificial intelligence, public health analytics, and information security.
Education
Howard holds a Bachelor of Science in mathematics from the University of Maryland, College Park, and a Doctor of Philosophy in public policy from the University of Maryland, Baltimore County. His doctoral dissertation examined the social costs and benefits of the National Flood Insurance Program.[2]
Career
At the Johns Hopkins Applied Physics Laboratory, Howard has contributed to research on applications of artificial intelligence in public health, including disease forecasting, and on the use of blockchain in government contexts.[3][4]
He is the author of the phonics package for the R programming language, which implements phonetic-spelling algorithms.[5]
Howard has taught mathematics and public administration as an adjunct instructor at several institutions, including the University of Maryland Global Campus and the University of Baltimore.[6]
Civic activity
Howard served on the Columbia Association’s budget and financial committees from 2005 to 2011 and was later appointed to the Board of Appeals for Howard County, Maryland, serving from 2011 to 2021.[7]
In 2018, he ran in the Democratic primary for the Maryland House of Delegates in District 12 but did not advance to the general election.[8]
Publications
Howard is co-editor of the Handbook of Military and Defense Operations Research (CRC Press, 2020; 2nd ed., 2024) and has authored texts on numerical methods in R and public policy modeling.
