Jamie E. McLeod-Skinner (born 1967/1968)[1] is an American attorney, city planner, and politician who is a Democratic candidate for Oregon's 5th congressional district in the 2022 election. She was previously a candidate for Oregon's 2nd congressional district in 2018 and in the 2020 Oregon secretary of state election.

Early life and education

McLeod-Skinner was born in Wisconsin.[2] She earned a Bachelor of Science degree in civil engineering from Rensselaer Polytechnic Institute, a Master of Regional Planning in city and regional planning from Cornell University, and a Juris Doctor from the University of Oregon School of Law.[3] During law school, she was a legal extern for the United States Army Corps of Engineers and Oregon Land Use Board of Appeals. In 2015, she served as a law clerk for Judge Cameron F. Wogan of the Klamath County Circuit Court.[4]

Career

McLeod-Skinner worked for International Rescue Committee from 1996 to 2000, including as a program manager and regional director. From 2000 to 2002, she worked as a program manager for the Lutheran Immigration and Refugee Service. She later served as a management analyst and senior planner for the city of Sunnyvale, California. From 2004 to 2012, she served as a member of the Santa Clara City Council. From 2008 to 2014, she was an environmental planner for the Santa Clara Valley Water District.[5] From 2016 to 2017, she served as city manager of Phoenix, Oregon. In 2021, she was the interim manager of Talent, Oregon. She is a member of the Oregon Watershed Enhancement Board and Jefferson County Education Service District. Since 2019, she has been a consultant partner at MS Sage Consulting LLC. Since 2021, she has been the principal executive manager of the Oregon Department of Human Services Emergency Management Unit.[6]

In 2018, McLeod-Skinner ran for the U.S. House of Representatives in Oregon's 2nd congressional district; she won the Democratic nomination but was defeated by Republican incumbent Greg Walden in the general election. She then ran for secretary of state of Oregon in 2020, placing third in the Democratic primary with 27.5% of the vote. She is a candidate for Oregon's 5th congressional district in 2022, as a progressive challenger to Democratic incumbent Kurt Schrader.[7][8] McLeod-Skinner has been endorsed and supported by Senator Elizabeth Warren and the Working Families Party,[9][10] while Schrader has been endorsed by President Joe Biden[11] and the Democratic Congressional Campaign Committee.[12] During the primary campaign, McLeod-Skinner criticized Schrader for voting against parts of Biden's domestic agenda, including the American Rescue Plan Act, and noted in particular that Schrader took campaign donations from the pharmaceutical lobby, which she connected to Schrader's opposition to a provision in the Build Back Better Act that would allow Medicare to negotiate lower prescription drug prices.[13]
