Political career[edit]
Following a 2012 referendum that led Frederick County to adopt a Charter County form of government[4], the Frederick County Council seats became tied to districts instead of being elected at-large as they had been previously. Donald ran and won against Ellen Bartlett[5], wife of long time Congressman Roscoe Bartlett, for the newly created District 1 seat. Donald took office on December 1, 2014, along with the rest of the newly created Frederick County government[6].
As a councilman Donald has advocated with an investment in local parks, an increase in emergency personnel, and reduced taxes for senior citizens[7], among other things.
Donald narrowly defeated Republican challenger Kevin Grubb by 345 votes in the 2018 Frederick County Council elections.
