Political career
She started her political career when she ran as representative of the city's first district in 2004 but lost to then-DILG Secretary Ronaldo "Ronnie" Puno.[2] In the same year, during the election campaign period, her car was shot at by an unidentified man before she attended a campaign rally.[3]
In 2013, she ran as councilor and won, serving until 2016.

During the election period, Mayor Casimiro Ynares III asked his constituents to support his wife, Andrea Bautista-Ynares, who ran as mayor along with Gatlabayan as her running-mate. Ynares also asked for the support of their team for the improvement and betterment of their city.[7]
In 2022, she ran again[8] and won.[9][10]
Antipolo First District Councilor Susana Garcia-Say posted a photo of her together with Gatlabayan and the councilors during a dinner meal after they held a special council session. According to the post, Gatlabayan treated them to dinner after the session.[11]
In 2023, on behalf of Mayor Casimiro Ynares III, she received the city's award as the Most Business-Friendly Component City in the Philippines during the 49th Philippine Business Conference and Expo “Vision 2050: the Philippines A First-World Economy” organized by the Philippine Chamber of Commerce and Industry held at the Manila Hotel.[12]
