Joseph L. Barloon is an American lawyer from Washington, D.C., who was a nominee to be a Judge of the United States Court of International Trade.
Education[edit]
Barloon received his Bachelor of Arts from Harvard College, his Master of Arts from the University of Pennsylvania, and his Juris Doctor, summa cum laude, from the Georgetown University Law Center.[1] Barloon was a member of the Georgetown Law Journal and a recipient of the George Brent Mickum III Prize and the John M. Olin Prize in Law and Economics.[2]
Legal career[edit]
Upon graduating from law school, Barloon served as a law clerk to Judge Douglas H. Ginsburg of the United States Court of Appeals for the District of Columbia Circuit. He was a partner at Skadden, Arps, Slate, Meagher & Flom LLP, where he ligated a wide range of cases in federal courts across the country and handled enforcement matters before federal and state administrative agencies. He is currently serving as General Counsel[3] of the Office of the United States Trade Representative and Acting Deputy United States Trade Representative.[1]
Nomination to trade court[edit]
On October 21, 2020, President Trump announced his intent to nominate Barloon to serve as a Judge of the United States Court of International Trade. On November 16, 2020, his nomination was sent to the Senate. President Trump nominated Barloon to the seat vacated by Judge Leo M. Gordon, who took senior status on March 22, 2019.[4] On January 3, 2021, his nomination was returned to the President under Rule XXXI, Paragraph 6 of the United States Senate.[5] Later that same day, his renomination was sent to the Senate.[6]
On February 4, 2021, his name was one of thirty-two nominations formally withdrawn by President Joe Biden.[7]
