Dr Josh Fergeus is a CEO, published academic and elected local government Councillor representing Oakleigh Ward in the City of Monash.[1] He is currently the Chief Executive Officer of the charity Kevin Heinze Grow and a member of the Victorian Mental Health Tribunal.

Biography[edit]

Fergeus was born in Mount Waverley, Victoria in 1986.

He completed his Victorian Certificate of Education (VCE) in 2001, and holds Bachelor of Arts and Bachelor of Teaching degrees from Deakin University, and a Master of Social Work degree from Monash University. He submitted his PhD thesis at the University of Melbourne in 2020,[2] and has taught within the University’s School of Social Work since 2017.

Fergeus was a frequent presenter on the Student Youth Network, SYN 90.7 FM, from 2004 to 2010 presenting a range of programs including the long-running Works In Theory[3][4]. Fergeus worked as a late-night presenter at public youth broadcaster Triple J from 2012 to 2014.[5]

Social Work[edit]

From 2009 to 2013 Fergeus worked at the Victorian peak body the Centre for Excellence in Child and Family Welfare, where he was a frequent public advocate on child protection matters.[6][7][8][9][10]

Between 2011 and 2014 Fergeus was Secretary and then President of the Foster Care Association of Victoria, the peak body representing foster carers in the state.[11][12] During this time Fergeus publicly advocated for a roll-out of proven models of therapeutic models of care across Victoria and a stronger focus on early intervention and prevention of child abuse and neglect. [13][14] Fergeus has advocated for increasing the resources available to foster and kinship carers. [15]

Fergeus was Chief Executive Officer of the advocacy and support charity Asbestoswise from 2013-2014, and during this time called for the establishment of a national Asbestos Safety and Eradication Agency.[16]

In 2015-2016, Fergeus worked in East London as part of the One Hackney & City, a pilot programme under the UK’s National Health Service that sought to develop innovative solutions to improve the coordination and delivery of health and wellbeing services to vulnerable, high risk patients.[17][18] During this time he also worked as Director of The Huddleston Centre, a youth disability charity based in Clapton.

In 2017, Fergeus was one of the first social scientists to curate the rotational Twitter account @RealScientists.[19]

Fergeus is currently the Chief Executive Officer of the disability and mental health charity Kevin Heinze Grow[20][21], a position he has held since July 2017. [22]. He has used this position to advocate for preventative approaches to health and wellbeing, including therapeutic horticulture. [23][24]

Fergeus is a Director of the Eastern Innovation Business Centre,[25], and from 2019-2020 served on the Committee of Management of the Monash Gallery of Art. Fergeus was appointed to Victoria’s Mental Health Tribunal in 2020.

Political career[edit]

Fergeus is the first Greens Councillor elected to Monash Council[26] He first joined the Greens in 2004.[27]

Fergeus was elected to Monash Council in 2016, with the second highest primary vote in Oakleigh Ward.[28] He was elected to the third of three positions in the multi-member electorate. In 2020 Fergeus was re-elected, increasing his primary vote to 14.76% and securing election in second place ahead of former Labor Mayor Stuart James.[29] Fergeus was one of two Greens elected to Monash Council in 2020, the other being Anjalee de Silva who was elected to represent Mount Waverley Ward.[30]

Prior to his election to Council, Fergeus ran as a candidate for the Greens in multiple elections including as a candidate for Chisholm[31] at Federal Elections in 2010,[32], 2013, [33] and 2016.[34] During this time he increased the Greens vote from 8.5% to 12.28%.[35]

Fergeus also ran as a Greens candidate for in State Elections, including for Mount Waverley in 2010,[36] Mulgrave in 2014,[37] and Clarinda in 2018.[38]

In January 2017, Fergeus called for Council to support same-sex marriage.[39] He successfully moved a motion of support the following month.

Fergeus represents Monash on the Eastern Alliance for Greenhouse Action. He has been Chair of the Alliance since November 2017.[40]

In February 2018, Fergeus gained Council support for his motion calling for an LGBTIQ community needs assessment, stating that the council had limited knowledge and evidence on the current trends and priorities for the broader LGBTIQ community in Monash.

On his second attempt, Fergeus gained Council support for his motion calling on the Federal Government to lift the rate of the Newstart unemployment allowance.[41] At the time, Fergeus said “I think once people understand how little (Newstart) actually is they get an idea that it’s actually not possible to live on that amount of money.”[42]

In 2020 Fergeus spoke out against the Victorian Government’s proposed introduction of mandatory single-member council wards.[43]

Fergeus has published in several academic journals, including Adoption & Fostering [44], Children Australia,[45][46] and Child & Family Social Work.[47][48]

His PhD thesis was titled ‘The needs of foster and kinship carers and the mental health and wellbeing of children’[49].
