Joy General Aviation Flight 6005 (JGA6005[1]) was a test flight from Jinshan, Shanghai to Zhoushan, Zhejiang. On July 20, 2016, the aircraft collided with No. 7385 Bridge on the Shanghai-Hangzhou Highway, resulting in 5 deaths and 5 injuries.[2][3]

Background

The Jinshan District Government promoted the water airport project as a key project for investment. The airport made its maiden flight on April 28, 2015, and has been used many times since then. It is noted that the event was only confirmed a day before the accident instead of three days like usual. Although the flight was called a maiden flight and a tourism experience, it was still a test flight due to Joy General Aviation's lack of qualification for frequent-flyer operation. Sixteen guests were experiencing a two-day, one-night seaplane charter tour in two groups.[4] The eight passengers were composed of reporters and personnel from the Jinshan District Government. On that day, Li Yueqi, the secretary of the district party committee, attended the event. The organizer of this event was Shanghai Jinshan New City Construction and Development Co., Ltd., though they didn't sign any contract with Joy General Aviation.[5]

The aircraft was not originally planned to operate as the two aircraft submitted to the flight test were B-10FY and B-10FZ; however, upon arrival at Jinshan, the two aircraft collided due to insufficient anti-collision balls placed on the dock. B-10FZ was able to continue flying and took off normally at around 12:00 to Shengsi, while B-10FY's rudder was damaged and unable to continue. After the incident, Liu Shengjun, the manager of Joy General Aviation, insisted on continuing the event and asked to report the incident to the Civil Aviation Administration after the event was completed. Subsequently, B-10FW was temporarily transferred from Zhoushan to replace the damaged one.[5]

Accident

At 12:19, the plane began to accelerate and take off. However, the plane suddenly climbed sharply and turned left. One of the pilots shouted "Bridge!" before crashing into the bridge.[8][9]Wu's camera flew out of his hand. The impact caused the nose of the plane to be damaged and float on the water, and it began to sink slowly. [10][11]

After the rescuers arrived, they smashed the cabin door glass with a fire extinguisher, but it was too small for people to pass through. Then they smashed another larger window and pulled the people on board out of the plane to the hospital.[10][11]

Investigation

Shortly after the crash, the airline was ordered to suspend all flight activities.[12]In July, the black boxes were found.[13]By August, the Civil Aviation Administration ruled out the possibility of mechanical failure and shifted the investigation focus to the crew's qualifications.[14][15][16]Finally, on November 30, 2017, the Civil Aviation Administration made a decision that Zhang Fuquan had not followed instructions and had taken off 395 meters off the runway; he was then punished by revoking his license for 6 months.[17]

Aftermath

In September, Zhou Hua, the chief pilot of Joy General Aviation and also the pilot of B-10FZ, was included in the "blacklist" of untrustworthy personnel by the Civil Aviation Administration of China.[18]

This accident prompted the Civil Aviation Administration to revise the "Rules for the Qualification Assessment of Commercial Aircraft Operators of Small Aircraft", which raised the minimum flight experience requirement for captains operating under visual flight rules who hold an instrument rating or a line transport pilot license from 500 hours to 800 hours.[19]
