He attended Stanley Technical High School in Croydon, which was later renamed as Harris Academy South Norwood. He completed a bachelor's degree in International Relations and French Studies at Oxford Brookes University, where he also completed an Erasmus Programme year in Brussels, Belgium at the Institut supérieur de traducteurs et interprètes. He went on to study an MSc in Political Science (European Politics and External Relations) at the University of Amsterdam.

Career[edit]

Following an appearance on BBC World News in March 2018, Julien was approached by the EU citizens’ rights group, the3million, to support them in their advocacy work with his political expertise and went on to represent them in the British Parliament, in negotiations with the Home Office, and across media outlets such as BBC News and Euronews. Alongside this work, he also worked as part of a team that worked with the Greater London Authority to create the "EU Londoners Hub", a portal intended to give European Citizens living in the UK the information they need to ensure their legal safety post Brexit, while ensuring that the positions of EU27 community groups from across the United Kingdom were represented.

In November 2017, he joined the Think Tank Vocal Europe, beginning as a writer before becoming a Policy Analyst and then the acting Interim Managing Director. He covered topics such as Brexit, the European Union’s politics, European Security, as well as the EU’s relations with foreign states. He also interviewed political actors such as MEP Julie Ward, Belgian Minister of Foreign Affairs and Defense, Philippe Goffin, and UN Human Rights Representative for Europe, Birgit Van Hout.

Headhunted by Gina Miller as a campaign manager, political assistant, and advisor, Julien worked on her 2019 European Parliament election and 2019 United Kingdom general election campaigns.

He currently works for the European Liberal Forum.
