Batra was born in 1946 in Multan, then part of British India (now in Pakistan). He was commissioned into the Indian Navy on 22 May 1967 and served for 36 years, retiring on 31 December 2002.
During his service, he attained the rank of Commodore, serving as Charge Hydrographer and Secretary of the Kendriya Sainik Board. In the 1971 Indo-Pakistani War, as a Lieutenant, he participated in operations on the western front, boarding the captured vessel MV Successful Day at night and safely escorting it to Mumbai harbour.
