Loyola Marymount University Emergency Medical Services (LMU EMS) is Loyola Marymount University’s on-campus, student-run, volunteer emergency medical services program, providing care to the LMU Westchester main campus. The organization is 1 of 27 active members[1] of the National Collegiate Emergency Medical Services Foundation (NCEMSF) and the first collegiate EMS group on the West Coast.[2]
History[edit]
LMU EMS was established in 1986 by the former Director of Student Health Services, Debbie Wilson. At the time, Loyola Marymount was the first West Coast university to sponsor its own on-campus EMS program[2]. LMU EMS joined the National Collegiate EMS Foundation (NCEMSF) on the year of its conception in 1993.[3] Since its inception, more than 300 students have participated in the program. The program has grown from a few EMTs on the weekends to daily shifts with multiple responders with 14 awards from LMU and outside organizations (see Awards and Recognition section).
Organization structure[edit]
LMU EMS operates as a part of LMU Student Health Services (SHS), a department within Student Affairs. The Director of Student Health Services and the Medical Director of the campus oversee the program. In coordination with SHS leadership, LMU EMS also has a student Executive Board which is voted on by the membership annually.
The Executive Board Consists of the following positions:
- President
- Vice-President
- Secretary
- Treasurer
- Training Officer
- Recruitment Chair
Years | Name | Title |

2004 - Present | Katie Arce, MPH, MSN, FNP-BC, CDE[4] | Director of Student Health Services |

1986 - 2004 | Debbie Wilson | Director of Student Health Services, Founder |
Operations[edit]
LMU EMS responds to medical calls on the LMU Westchester campus during the academic year, whenever the campus health clinic is closed, which established 24/7 medical coverage of the campus during the school year.[5] Providers from LMU Student Health Services and Student Psychological Services are also on-call to provide LMU EMS with over-the-phone direction and guidance.
EMTs are organized into three classifications within the organization: Rookie, Veteran-in-Training (VIT), and Veteran (VET). The rookie must always run calls with a VIT or a VET. Each shift has multiple EMTs on-call who remain on-campus ready to respond to incidents.
Medical calls are either made to LMU Public Safety or 911 (which coordinate LMU Public Safety), to dispatch LMU EMS.[5] They respond in electric golf carts with emergency medical bags inside. The EMTs respond with a Public Safety officer and often a Resident Director or Advisor from the Student Housing Office. If a patient needs advanced examination or transport to a local emergency department, LAFD is dispatched and escorted onto campus to the patient.[6]
Loyola Marymount University has had a Good Samaritan Policy since 2011 which empowers students to call for EMS or Public Safety without fear of LMU judicial disciple in most cases.[7]
Membership[edit]
All members of LMU EMS are nationally certified EMT-B or higher via the National Registry of Emergency Medical Technicians (NREMT). As of 2022, Loyola Marymount University does not offer an EMT class.[8] They must also obtain and maintain a California certification via the Los Angeles County Department of Health Services and Basic Life Support CPR certification via the American Heart Association. LMU EMS holds a recruitment cycle in the Fall and Spring where applicants submit a written application, complete an interview, a written test, and skills exams.
LMU EMS is staffed by 10-25 volunteers who are full-time undergraduate LMU students from various academic programs.
Collaboration[edit]
LMU EMS works closely with the following on-campus LMU departments to provide care and follow-up to patients: Public Safety, Student Housing Office, Student Health Services, Student Psychological Services, Student Affairs. LMU Also works with the Los Angeles Fire Department for advanced life support services and ambulance transportation to local emergency departments. They coordinate with the Los Angeles Police Department as well, who have mental health emergency responders. LMU EMS also collaborates with the National Collegiate EMS Foundation to share ideas with other collegiate EMS organizations around the country and attends the annual NCEMSF conference.
The organization also coordinates with local programs such as local scouts troops for educational programing. LMU EMS works with outside organizations such as the Secret Service to provide standby emergency care at large events on campus such as when the Hillary and Bill Clinton attended LMU’s commencement ceremony in 2016 and the sixth 2019 Democratic National Committee Presidential Debate.[9]
Awards and recognition[edit]
LMU EMS is one of the most decorated university-wide programs at Loyola Marymount University and has been recognized multiple times at the national level as well.[10] Many alumni of the program have also been recipients of the University’s Sr. Raymunde McKay, R.S.H.M., Service and Leadership Award, and the Rev. LMU EMS was also the smallest school to win NCEMSF’s Organization of the Year award and Debbie Wilson, the program’s founder, was also the first woman to win NCEMSF’s Collegiate EMS Advisor of the Year award.[10]

COVID-19 Response[edit]
During the COVID-19 pandemic, Loyola Marymount University shut down much of its campus, including LMU EMS. However, many members of LMU EMS continued to provide care in other way such as working and volunteering at emergency departments, at COVID-19 testing centers, and COVID-19 vaccination sites. Once campus brought LMU EMS back, they assisted in COVID-19 testing and eventual COVID-19 vaccinations.[12]
