Luis Doporto Alejandre (born August 9, 1974)[1] is a Mexican lawyer and businessman. In the financial sector, he specializes in mergers and acquisitions, as well as in the avocado industry.
Biography[edit]
Early life and education[edit]
He was born on August 9, 1974, in Mexico City. He studied for a law degree at the Universidad Iberoamericana in Mexico City. In parallel, he obtained the same degree from the University of North Carolina School of Law, Chapel Hill, in the United States, and the University Panthéon Assas, in Paris, France, where he specialized in Commercial Law.
He holds a Master's in Tax Law from the Escuela Libre de Derecho and the Instituto Tecnológico Autónomo de México (ITAM).[2] He is a member of the board of the Centro Anáhuac de Desarrollo Estratégico en Bioética (CADEBI).[3]
Personal life[edit]
He is the son of Héctor Doporto Ramírez, a member of the Technical Council of the Mexican Social Security Institute (IMSS) and advisor to the same institution.[4]
Business career[edit]
Luis Doporto Alejandre is a founding partner of Doporto Abogados, a law firm founded in 1998 to advise international companies in their incursion into the Mexican market.
In 2010 he established DOPORTO PR1ME CAPITAL[5], a company specializing in investment banking, dedicated to providing advice on designing, structuring, and executing investments and financial transactions for companies in Mexico.
He is CEO and member of the Board of Directors of Marzam[6], a company that for more than 84 years has been dedicated to the development and commercialization of health products. [7]
He founded Guacamolito, a Hass avocado exporter based in Uruapan, Michoacán, and Golden Stone. This Mexican trading company brings Mexican Hass avocados directly and without intermediaries to buyers and clients worldwide.[8]
Controversies[edit]
Marzam - IMSS[edit]
Between 2002 and 2014, the Mexican Social Security Institute made cumulative purchases from Marzam for 95 million pesos; between 2015 and 2018, contracts with this company reached 526 million pesos.[9]
In documents compiled by the Federal Economic Competition Commission (COFECE) and the Attorney General's Office (PGR), Luis Doporto appears as the legal owner of Casa Marzam from 2015.[10]
Héctor Doporto Ramírez, the father of Luis Doporto Alejandre, has been a member of the Technical Council of the Mexican Social Security Institute (IMSS) since 2010 and an advisor to the IMSS since 2017.[11]
His father's position is considered relevant because, according to article 263 of the IMSS Law, the Technical Council is the institute's highest governing and administrative body. The council members do not have the power to decide on acquisitions or contracts. Still, they can access information on future investments and sometimes structure the basis for tenders.[12]
LATAM Pharma[edit]
The company LATAM Pharma Innovative Ventures, registered in Switzerland on 10 December 2020 and registered on 22 December of that year, received a contract from the Mexican government to purchase 35 million CanSino vaccines.[13]
An investigation by PODER and Univisión Investiga found that the signing of the purchase agreement for these vaccines took place on 8 December, days before the company's incorporation.
It was signed by the Mexican government with the Chinese company Cansino Biologics Inc. and the Swiss company LATAM Pharma, with the signatories being the Secretary of Health of the Mexican government, Jorge Alcocer Varela; the CEO of CanSino Biologics, Xuefeng Yu[14]; and Jérome Piguet, director of LATAM Pharma.
Subsequent documents show two legal entities, Guy Jean Leon Savoir García and Luis Doporto Alejandre, as shareholders of LATAM Pharma Innovative Ventures.[15]
