Manivannan Ponnaiah, an senior Indian Administrative Service officer is perusing his Mid-career Masters in Public administration at Harvard University. He is an officer in the Indian state of Karnataka and best known for his transparent administration officer who installed CCTVs in his chamber and made their feed online- 100% Transparency [1] and the drive against unauthorized constructions, violations of building laws, and illegal encroachments that brought him the sobriquet “Demolition Man”. And it is precisely that reputation that has had politicians, developers and other land sharks in Mysore served 20 years in Indian Administrative Services and exposed corruption in the departments he was posted in.[2][3]


He is a whistleblower of several scams that took place under OBC Hostels, Social welfare department ,as a Commissioner of the Hubli-Dharwad Municipal Corporation (HDMC) demolition of unauthorized structures Manivannan got transfer letter to his hands as a result of this The Dharma Singh Government has bowed to pressure from the public to retain P. Manivannan.[4]

Career[edit]

He is a 1998 batch IAS officer of the Karnataka Cadre. He has been repeatedly transferred by various state governments in his cadre of Karnataka after he exposed corruption in the departments he was posted in, he has got transferred 15 times in his 18 years service! In some cases, he was shifted out after a mere three months. In one instance, he served as DC Uttara Kannada district for a paltry 13 days.[7] [8][9][10]


Commissioner of the Hubli-Dharwad Municipal Corporation (HDMC)[edit]

Manivannan carries the tag of Demolition Man as deputy Commissioner of the Hubli-Dharwad Municipal Corporation (HDMC) brought down unauthorized huge buildings of unauthorized constructions, violations of building laws, and illegal encroachments of influential people to construct a public road squad demolished unauthorized structures on Hubli Railway Station road, Bhandiwad base, city bus terminus, and Maratha Galli. Such was his popularity that there were voluntary protests when he was transferred. [11]

Managing director of Bangalore Electricity Supply Company (BESCOM)[edit]

Manivannan as a Managing director of Bangalore Electricity Supply Company (BESCOM) broke this glorious tradition by installing a CCTV camera in his chamber and linking it to his department’s official website and made their feed online 100% Transparency if you just go to the site www.bescom.org and opt for 'View of MD Chamber to catch the action inside Manivannan's cabin and broken the perception of secrecy and corruption which defines bureaucracy in public mind and he also used social media tools like facebook, telegram to get BESCOM related issues from people and issues used to get resolved with lesser time frame. Chief project officer Karnataka State Highway Improvement Project (KSHIP)[edit]

The implementation of infrastructure projects comes with a huge price. Several trees are axed to the pave way for such projects In order to search for alternative means that would help avoid the chopping of trees first time, the Karnataka State Highway Improvement Project (KSHIP) chief project officer P Manivannan has tapped the social media websites to reach out to the masses this was a innovative government and citizen collaborative initiative to save environment in the year 2014.[13]


Managing Director at Karnataka Urban Water Supply and Drainage Board(KUWSDB)[edit]

When Manivannan was Managing Director at Karnataka Urban Water Supply and Drainage Board, Bangalore’s Bannerghatta Road was converted into temporarily converted into a control room following floods in Chennai that is open 24x7 , the control room staff along with voluntary citizens from various groups helped those affected by the floods in Chennai, Within six hours of functioning Chennai flood control room. It received around 9000 calls in 6 hours, The group used Facebook to spread news about their efforts and the result it was tremendous,The efforts of the team played off and Google search engine selected it as the first step communication for those looking for help during Chennai floods.[14][15]

The centralized control room and response center (CCRRC) of Karnataka Urban Water Supply and Drainage Board (KUWSDB) to address the needs of 213 urban local bodies, except BBMP, was launched in the City in the year 2015 under the guidance of Manivannan, control room will address all water-related problems of people. Consumers can not only make a call to the round-the-clock CCRRC servers, but also send an SMS or WhatsApp,this venture is first-of-its-kind in India.[16][17][18]


Secretary, Social Welfare Department at Government of Karnataka[edit]

‘Quest for equity – reclaiming social justice, revisiting Ambedker’ was a three days international conference organised by the Government of Karnataka to mark the 126th birth anniversary of B.R. Ambedkar at Bengaluru in the year 2017. IAS officer P Manivannan was the main person to organise the conference.[19]

P Manivannan, who made unscheduled visits to schools and hostels comes under socialwelfare department he's stayed overnight at Post-Matric Boys' Hostel at Hubballi, Moraji Desai Residential School at Dharwad and Sangolli Rayanna Memorial Residential School at Nandgad in Khanapur taluk of Belagavi ,he ate what was offered to backward class students and spent the night on the cot of a student who had gone home on leave, During his overnight stay, he interacted with the students about the problems they face in hostels and schools, Manivannan also inspected kitchens and storerooms also inspected the safety and hygiene with concern to girl students at the hostels and found suitable solutions and corrections to all the necessary requirements of the students.[20][21][22]
