Manuel Jesús O'Ryan Carrasco (1878 – 19 August 1932) was a Chilean politician who served as a member of the Chamber of Deputies of Chile for Taltal and Tocopilla and as Minister of Industry, Public Works and Railways under President Juan Luis Sanfuentes.[1]
A member of the Democratic Party, he also served briefly as second vice president of the Chamber of Deputies.[2]
Early life
O'Ryan was the son of Pedro Nolasco O'Ryan Pizarro and Micaela Carrasco Santibáñez. He was baptized in Santiago on 29 September 1878.[2]
He lived for several years in Valparaíso, where he became active in the Democratic Party. In 1907, he married Florencia Cornejo Nilo in Valparaíso.[2]
Political career
O'Ryan was elected to the Chamber of Deputies for Taltal and Tocopilla for the 1918–1921 legislative term. During his first term, he served on the permanent committees for government and public instruction.[2]
While serving in Congress, President Juan Luis Sanfuentes appointed him Minister of Industry, Public Works and Railways. O'Ryan held the portfolio from 3 May to 21 July 1919. During his brief tenure, he promoted a proposal under which the state would acquire large estates and subdivide them into smaller properties for sale to people with limited financial resources. He also sought improvements to freight transportation operated by the state railway system.[2]
O'Ryan was reelected as deputy for Taltal and Tocopilla for the 1921–1924 term. He served as second vice president of the Chamber of Deputies from 20 June to 10 July 1923.[2]
During his second parliamentary term, he was a member of the permanent committees for government and for legislation and justice. He also served as a substitute member of the permanent committee for public instruction.[2]
O'Ryan died in Santiago on 19 August 1932.[2]
