Mehdi Mammad oglu Mehdizadeh (1 January 1903 – 1 May 1984) was a pedagogue, full member of the National Academy of Sciences of the Azerbaijan SSR, honored scientist of Azerbaijan Republic, doctor of pedagogical sciences and professor. Mehdizadeh served as Minister of Education of Azerbaijan USSR in 1952-1954 and 1961-1980.[1][dead link]

Biography[edit]

Mehdizadeh was born on 5 January 1903 in Dashkesen village of Jabrail district. In 1914, Mehdizadeh attended the Russian-tatar primary school in Dashkesen. In 1919, he was one of the first graduates and one year later he was a leader of reading association (in aze: koma) in his native village. In 1921, Mehdi Mehdizadeh was studying in this pedagogical course and after ending course he started to work as a teacher and a leader of the one-level school of Dashkesen village.[2] In May 1923, Mehdizadeh was sent to Baku for a three months pedagogical course. Afterwards, he entered to the preparing course of Azerbaijan State Pedagogical University[3][dead link] by sending District People's Education Department in the same year.[4][page needed] In 1924, he passed the exam and entered of Physics and Mathematics faculty of the institute. In 1926, he gratuated from Azerbaijan Pedagogical Institute Physics and Mathematics faculty, and he continued his pedagogical career as a master teacher of Physics and Mathematics at the primary school of the city in Garyagin (Fuzuli) in Jabrail district.[5][6]

Mehdi Mehdizadeh was interested not only in teaching and methodological jobs, at the same time he interested in general pedagogical problems.[8] In March 1930, he was appointed Scientific Secretary of the Main Department of Public Education of the People's Commissariat of Education of Azerbaijan and Assistant to the First Deputy Commissar of Public Education Ayna Sultanova. In 1931, he was admitted to the newly organized postgraduate course in pedagogy at the Azerbaijan branch of the USSR Academy of Sciences. In September 1932, he began working as a teacher at the Pedagogical Department of API.[9] In 1934, he was appointed as dean of the pedagogical faculty.[10] After working in this position for a short time, at the end of 1934 he was promoted to the position of Deputy Director for Scientific Affairs of API.[11] From 1941 to 1942, he worked as their Deputy Director for Educational Affairs.

Between 1946 and 1950, he worked again at the institute as the head of the pedagogy department, dean of the faculty, deputy director for scientific affairs.[11]

Mehdi Mehdizadeh was elected a deputy to the Baku City Council from the 315th constituency in 1950, worked as the rector the university in the Azerbaijan SSR in 1950-1951 - Azerbaijan State Pedagogical Institute and from the Dastafur constituency in 1951. He was elected a deputy to the Highest Soviet of the Azerbaijan SSR and in November 1951 was appointed Deputy Chairman of the Executive Committee of the Baku City Council.[10]

Mehdi Mehdizadeh was appointed Minister of Education of the Azerbaijan SSR in March 1952 and leaded the public education of the Republic for about 25 years (1952-1954; 1961-1980).[12] In 1954 he was again sent to the prestigious center of science and education - Pedagogical Institute. His short duration in this position was needful to the political events in Azerbaijan after the death of Joseph Stalin in 1953.[13] In 1956 he successfully defended his doctoral dissertation in Moscow named "History of the Soviet school in Azerbaijan".[14] In 1957, Mehdizadeh was elected a professor of API. Two years later, in September 1959 he was appointed First Deputy Chairman of the Committee for Higher and Secondary Special Education of the Azerbaijan SSR. The scientist was elected a member of the Central Committee of the Communist Party of Azerbaijan at the 24th Congress of the Communist Party of Azerbaijan in 1961 and in March of that year was re-appointed Minister of Education of the Azerbaijan SSR.[5] In August 1966, he was included in the founding commission of the newly established USSR Academy of Pedagogical Sciences and was directly elected a true member of the academy. According to his application Mehdi Mehdizadeh was dismissed from the post of Minister of Education of the Azerbaijan SSR on February 24, 1980 he was a scientific adviser of the Azerbaijan Scientific-Research Institute of Pedagogical Sciences[15] Academician Mehdi Mehdizadeh the authors of the Ten-volumes "Soviet Encyclopedia of Azerbaijan", the 4th volume "Pedagogical Encyclopedia" was published in Moscow, the 2nd volume was named "Pedagogical Dictionary". His works "Comprehensive development of school and school personality", "Development of school education and pedagogical thought in Azerbaijan" completed in the last years of his life were highly appreciated by scientists.[16]

Mehdizadeh's scientific speeches and articles have been published in "Azerbaijan Journal of Educational Studies",[17] "Soviet Pedagogy", "People's Education" and other presses. His career includes international relations, active participation in events organized by international organizations, in-depth scientific and pedagogical reports and speeches at these events. He was a permanent member of the Advisory Committee on Adult Education of UNESCO from 1961 to 1965, leading the public education system of Azerbaijan with dignity for 20 years, starting from 1960 and performing the tasks of the Soviet government on education. As part of the delegation he paid official visits to Poland, the Netherlands, France, Africa and other countries, promoted the achievements of pedagogical science.[2] In 1961 an article entitled "From the experience of eradicating illiteracy among the elderly in the Caucasus" was published in the UNESCO Eastern Press.[18] Mehdizadeh's participation in the session of the International Commission on Adult Education under UNESCO in June 1961, where he presented a report on "The main issues of adult education in African countries" aroused great interest and was published in UNESCO documents in English, French and Spanish. Mehdizadeh made a report at the International Conference of African Ministers of Education in Paris in March of the same year.[19]

Mehdizadeh died on May 1, 1984 in Baku and was buried in the Second Alley of Honor.[20]

  • The Presidium of the Baku City Council of People's Deputies issued a special decision (No. 17/165 of 21.09.1993) to erect a memorial plaque in the building where academician Mehdi Mammad oglu Mehdizadeh lived (Mirza Shafi Street, 19).
  • One of the streets in Baku is named after Mehdi Mehdizadeh.
  • The Azerbaijan Children's Foundation made a decision taking into account the great services of M.Mehdizadeh in the development of education in Azerbaijan. The decision reads: "The scholarship provided by the Azerbaijan Children's Fund to talented students and pupils studying in pedagogical higher, secondary, technical, general education schools, as well as boarding schools should be called" Academician Mehdi Mammad oglu Mehdizadeh Scholarship ".
  • The Creative Union of Teachers of Azerbaijan established the Mehdi Mehdizadeh Prize in 1995.
  • City secondary school No.1 in Jabrayil district was named after academician Mehdi Mehdizadeh.
  • City secondary school No.3 in Beylagan district was named after academician Mehdi Mehdizadeh and a bust of him was erected in the school yard.
  • Secondary school No. 4 in Ganja, known for its rich traditions in the field of education of the younger generation, is named after academician Mehdi Mehdizadeh.[21]
  • The Azerbaijan State Television Company has made a film based on the screenplay by Professor Vidadi Khalilov, dedicated to the life of a genius who is a model for future generations. The film is currently kept in the company's gold fund.
