Metropolitan Kalibo or Metro Kalibo is a proposed metropolitan arrangement that includes the major urban center of Kalibo, and the adjacent minor urban centers of New Washington, Banga and Numancia.[1] The municipalities of Lezo, and Makato were also included as indicated in the development plan of Aklan.[2]

Airport[edit]

Kalibo International Airport serves as the international gateway not only of Boracay but also of Metro Kalibo. It has regular and chartered flights from South Korea, China, Taiwan, Hong Kong, soon in Singapore and other parts of the region. Regular domestic flights to and from Manila, Cebu, Clark and Davao are also available.

Seaports[edit]

Metro Kalibo has two existing seaports. These are the Dumaguit National Port and the New Washington Municipal Port. Both ports are located in New Washington. The Dumaguit Port, having the attribute of a natural harbor, serves as the major point of entry for cargo and passenger vessels and the home of the oil depot of Phoenix Petroleum in Panay. On the other hand, New Washington Municipal Port caters small cargo vessels, launch, fast crafts and boats for river cruise.

Another port project in Kalibo is now in the pipeline. Aklan Governor Carlito S. Marquez, Sacred Heart of Jesus Prime Holdings, Inc. and Blue Chip Builders, Inc. have agreed a Memoramdum of Understanding to jointly build tourism infrastructure that includes the Construction of Kalibo Jetty Port and develop Lambingan Beach in barangay Pook as an additional tourist destination in Kalibo.[4] The proposed Kalibo Jetty Port will only be limited to fast crafts that will ferry the tourists from Kalibo directly to Boracay.

Roadways[edit]

The most popular road network in Kalibo is Roxas Avenue. The road is about 2.5 kilometers long that covers Poblacion Kalibo and Andagao. This is where you can find the central market of Kalibo, a campus of Aklan State University, the future site of the integrated campus of Aklan Catholic College, major shopping centers, some vital business establishments, and several banks. It also connects Kalibo to the Aklan West Road going to Numancia, Lezo and Makato.

Connecting to the hometown of Jaime Cardinal Sin, the municipality of New Washington, from the rest of the metro is the Cardinal Sin Avenue. This national highway stretches for about 20 kilometers from Kalibo-Banga crossing rotunda to Dumaguit National Port. In the eastern side, the 9 kilometer Osmeña Avenue serves as the linkage of Kalibo and Banga. The core road network that has the lightest traffic flow is the Lezo-Numancia Road as it is leading to the interior part of Aklan.

To further boost the tourism industry and economic activities within the metro, the construction of a circumferential road, known as the Kalibo Circumferential Road, is now on going. The first phase of the project is a 1.2 kilometer road from Pook Eco Park Project to Kalibo International Airport. The next phase will then connect the airport to the junction of Kalibo-Iloilo National Road along barangay Tigayon, Kalibo. To complete the project, the last phase is the 6.2-kilometer alternate highway from the junction to the national highway of Makato. An 820 meter bridge will then be constructed westward to the bank of the Aklan River that will connect barangays Tigayon, Kalibo and Mina, Lezo.[5]

Roles of the components[edit]

The integration of the six municipalities into one metropolitan area was prompted by their desire to improve their economic situation and have more modern facilities. To accomplish this, each place was assigned its own roles, as follows:
