Moosa Anwar (Dhivehi: މޫސާ އަންވަރު; born 7 December 1986) is a Maldivian politician, human rights activist, youth empowerment advocate, and a social media activist, who served as the Youth League President of Jumhooree Party from August 2008 to January 2015 and is a[1] Youth Ambassador for Peace of the Universal Peace Federation since August 2014.
Early life
Moosa Anwar was born in Hithadhoo, Addu City, Maldives. He had his early education in Hithadhoo before being moved to Malé City and Colombo to further his study.
Education
Moosa Anwar attended Seenu Atoll Education Centre (S.A.E.C) (1992–1995) before moving to Hithadhoo School (1997–1999). He had his secondary education at Malé English School (2000–2004). Moosa Anwar was invested as a scout in M.E.S in the group SECOND MALE’ in 2000. He was a senior Prefect of M.E.S in 2004 and also the Secretary General of M.E.S Environmental Association “S.E.A” in 2004 and a Special Advisor of M.E.S Dhivehi Literary Association “Adhabee Busthan” in 2004. Moosa Anwar completed his higher secondary education at Centre for Higher Secondary Education (C.H.S.E), (2005–2007). He was the Secretary of C.H.S.E Dhivehi Literary Association “Dharivarunge Gulhun” in 2006, a prefect of C.H.S.E in 2007 & the President of C.H.S.E Dhivehi Literary Association “Dharivarunge Gulhun” in 2007.
Moosa Anwar has completed a basic print-journalism course organized by C.H.S.E Dhivehi Literary Association “Dharivarunge Gulhun” in 2006. Moosa Anwar also attended Maldives National University (MNU) from 2010 to 2013 for a Law degree. Since he was occupied in politics and he was fired from the university, he was unable to complete the degree in MNU. His case against MNU is pending in civil court. Moosa Anwar is currently studying Bachelors of Law from University of London International Programmes.
Career
Moosa Anwar began his early career as a sales director at Fresh Air Maldives Pvt Ltd from June 2005 to May 2007. While he was studying for A-levels in C.H.S.E, he enjoyed writing a weekly column to Minivan Daily on various topics including, democracy, human rights, and freedom of media and youth empowerment. He later worked as a parliamentary reporter at Sangu Daily from July 2007 to December 2007. As a parliamentary correspondent he attended almost all the sessions of the Majlis, and analyzed the debates. Thus, he thoroughly understands the concepts codified in the Constitution of the Republic of Maldives when it was adopted in August 2008.
As the media coordinator of Jumhooree Party from August 2008 to November 2008, Moosa Anwar travelled to various islands of Maldives with Jumhooree Party presidential candidate Qasim Ibrahim in 2008 presidential campaign and prepared news articles which were dispatched to local media. As the coordinator of Jumhooree Party from December 2008 to December 2009 he drafted official letters, press releases, notices, regulations, and speeches of Jumhooree Party. As the Social Media in-charge of Jumhooree Party from August 2012 to January 2015 he managed Jumhooree Party official campaign on social media.
Moosa Anwar served as member of Board of Directors of FENAKA Corporation Ltd [2] from 18 June 2012 to 28 November 2013. Fenaka corporation was established on 18 June 2012. Moosa Anwar was appointed to the board of directors of Fenaka on the same day by the President of Republic of Maldives, his excellency Dr. Mohamed Waheed Hassan Manik. He was also chairman of the Audit Committee of FENAKA Corporation Ltd in 2013.
From 24 June 2012 to 28 November 2013 Moosa Anwar also served as a Member of Board of Directors of Southern Utilities Ltd, Upper-South Utilities Ltd, Northern Utilities Ltd & Upper-North Utilities Ltd.
Moosa Anwar was a member of Student Parliament 2004 and the President of Student Parliament 2005, and the President of Youth Parliament 2006 & 2007, held by the People’s Majlis Secretariat. Moosa Anwar was a Founding Member of Maldives Youth Parliament, established in collaboration with the Peoples Majlis Secretariat and Ministry of Youths & Sports, in 2007. Drafted the regulation of the Maldives Youth Parliament.
Moosa Anwar has Participated in the 16th Party Congresss of All India Forward Bloc, and delivered a speech on behalf of Jumhooree Party in December 2009. Moosa Anwar has also represented Jumhooree Party in 2nd World Ecological Safety Assembly, Bali, Indonesia, co-hosted by International Ecological Safety Collaborative Organization, the House of Representatives of the Republic of Indonesia, Climate Change Committee of ICAPP, Government of Bali, Indonesia and China Foundation for International Studies in December 2012.
Moosa Anwar was an Executive Council Member of the local NGO Islamic Wahdhath League from February 2010 to February 2012. Moosa Anwar is also a member of Transparency Maldives since it was established in 2008.
Legal career
Moosa Anwar has the experience of practicing on civil cases at Supreme Court of the Maldives High Court and Civil Court of the Republic of Maldives. He was the third person to lodge a case at the newly established Supreme Court of the Republic of Maldives in 2008. He challenged the Candidacy of MDP Presidential Candidate Mohamed Nasheed in Supreme Court in 2008. No lawyer is willing to represent this critical case, so he represented the case himself.[3] Moosa Anwar also[4] tried to challenge the eligibility of Mohamed Nasheed's candidacy in 2013 presidential election[5][6] but decided not to challenge after leaders of his party appealed not to.[7][8]
He won[9] his first Constitutional case, in which he challenged in Supreme Court, the constitutional validity of section 18 of Local Council Act ( Law No. 10/2010) which invalidates votes casted for less than the number of councilors to be elected. Under the proceedings of Supreme Court, citizens are not allowed to represent a public litigation case court without hiring a lawyer, but Supreme Court excused Moosa Anwar from appointing a lawyer in this case. He represented the case himself against well qualified lawyers of the State. In this case 6 out of 7 judges of the Supreme Court bench, including the Chief Justice, supported Moosa Anwar’s arguments, and declared that the section is invalid as voting is a legal right and noted that as long as a person votes for less than the number of councilors to be elected it must be valid and that no once cannot be forced to vote to someone against his consent by making a vote valid only if a person votes to required number of councilors to be elected [10]
Moosa Anwar has also intervened into the Supreme Court case to invalidate the articles of Local Council Act which prohibits elected councilors from switching parties. Moosa Anwar also intervened in the Supreme Court case which declared Kaashidhoo MP Ismail Abdul Hameed's parliament seat vacant.[11]
Moosa Anwar has won a High Court case[12] against state to invalidate some articles of Freedom of Assembly Regulation which limits the Right to Freedom of Assembly guaranteed by article 32 of the Constitution of the Republic of Maldives. [13]
Moosa Anwar has also won a case[14] in High Court against Maldives National University (retainer Uza. Aishath Azima Shakoor) to invalidate some articles of MNU Student Union Regulation which limits the Right to Contest in Elections guaranteed by the Constitution of the Republic of Maldives.[15]
Moosa Anwar has also won a case in Hithadhoo Magistrate case against Addu City Council in which he challenged that the monuments installed in Addu during SAARC summit 2001 are illegal. Court held that the monuments shall be confiscated and ordered Prosecutor General to hold those behind the act responsible for breaking the law.[16]
Moosa Anwar has also won the constitutional case[17] at Supreme Court to delay the round off of Presidential Election 2013 to 16 November 2013.[18]
Politics
Moosa Anwar was the elected Youth League President of the opposition political party in Maldives, Jumhooree Party from August 2008 until 2015 when he led and switched, with 4 members of the executive council of Jumhooree Party Youth League, to the ruling party, Progressive Party of Maldives (PPM) after he was dismissed from Jumhooree Party's National Executive committee [19] as a result of the emergence of factions in the Jumhooree party and general dissatisfaction with the way the party is conducting its affairs. When Moosa Anwar was illegally dismissed from Jumhooree Party, Maldives Vice President Ahmed Adeeb cheers on him and asked not to worry.[20] It is widely believed that Moosa Anwar was under fire from Jumhooree Party Leadership for his support Ahmed Adeeb's youth empowerment work.[21]
At the age of 22, Moosa Anwar became the youngest person to serve in the highest body of a political party in Maldives when he became the national executive committee member of Jumhooree Party in August 2008. He has survived as a National Conference Committee member, Policy and Legal Committee Member of Jumhooree Party. Moosa Anwar has only contested for an elective political office in 2009 at the age of 22, in which he lost as the youngest candidate to run for parliament till then.[22]
Social Media Career
Moosa Anwar is a well known[23] social media activist in the Maldives. He has more than 19,000 followers on his Facebook page [24] and more than 57,000 followers on twitter.[25] He has led many campaigns in social media on different causes. From the scratch he initiated and managed the official social media handles of Jumhooree Party Presidential Candidate Qasim Ibrahim on Facebook [26] and twitter [27] during presidential election 2013, making him on top of social media campaign.
He has also conducted a strong social media campaign[28][29][30] in July 2015 to show youth solidarity to endorse Ahmed Adeeb as the Vice President of the republic of Maldives.
Interests
Beyond politics, Moosa Anwar has shown interest in volunteering for social events. Moosa Anwar has provided a much needed locker cupboard to the students of Faculty of Sharia and Law of The Maldives National University in 2011. HE also volunteers for the causes led by Universal Peace Federation.
Awards
Moosa Anwar was honoured[31] as a Youth Ambassador for Peace by The Universal Peace Federation , and Youth Federation for World Peace in 2014 at the International Youth Assembly held in Manila, Philippines.[32] Moosa was given this award after consideration of a number of factors. Moosa Anwar ran for the parliamentary elections at the age of 22. He works towards youth empowerment in the field of politics. He has personally appealed various cases to the Supreme Court and High Court of Maldives and has worked to uphold the constitution and maintain peace within the country on an individual level. He also participated in the World Conference on Youth 2014 held in Sri Lanka and advocated for the empowerment of youth with influential positions in the field of politics and prevent them from being taken advantage of for political gain.[33]
