N.N. Sinha is a 1987 batch Bihar Cadre IAS officer, who moved to Jharkhand after the bifurcation of the State in 2000. A native of Bihar, he secured 5th rank in 1987 Civil Services Exam and was allotted Bihar cadre and has since served in the Governments of Bihar, Jharkhand and India. As of August 2020, he is the Secretary for Rural Development in the Government of India.

Career[edit]

Nagendra served in various departments of the state and central governments of India in various levels of seniority. These positions and some of his contributions there have included

  • Secretary for Rural Development (Government of India)[1] : He has been responsible for running massive anti-poverty and area development programs such as Mahatma Gandhi NREGA, PM Aawaas Yojana among others.
  • Secretary for Border Management (Government of India)
  • Chairman (National Highway Authority of India)
  • MD (National Highway Infrastructure Development Corporation)[2]
  • Various stints in Ranchi Secretariat :
    • Principal Secretary (Rural Development) : Formulated a number of innovative policies like Yojana Banao Abhiyan, Birsa Bagwani Yojana, Community Life irrigation scheme, CM Smart Gram Yojana and large-scale farm pond schemes.
    • Principal Secretary (Information Technology) : Led the creation of State Data Centers to improve data collection and management of state data.
    • Secretary (Road Construction) : Conceive and execute construction of crucial highways in Jharkhand including Ranchi-Hazaribag, Ranchi-Patratu-Ramgarh, Adityapur-Kandra road, Ranchi ring road and the Govindpur-Sahebganj Road. He also created the State Highways Authority Jharkhand.
    • Secretary (Welfare) : Arrange Private Sector cooperation in running state funded public hospitals in remote areas through PPP.
    • Secretary, (Art, Culture, Sports & Youth Affairs) : Organize the National Games of 2011 in Jharkhand and the associated construction of Mega Sports Complex. He also formulated policies for Youth and Sport improvement
    • As Secretary of the department(s) of Tourism, Cooperation, Industry, Mining, Labour.
  • Ministry of Health & Family Welfare (Government of India) : Manage coordination of externally funded projects and IEC Division.
  • Various stints in Patna Secretariat :
    • Additional Registrar (Cooperative Societies) : Instrumental in drafting of Bihar Self Supporting Cooperatives Societies Act.
    • Director (Panchayati Raj)
  • District Magistrate/Deputy Commisioner (Sitamarhi, Lohardaga) : Manage the consequences of 1993 Bihar floods and also construct two low-cost large drainage irrigation schemes at Premnagar and Riga
  • Deputy Development Commisioner (Bhagalpur, Gopalganj) : As DDC Bhagalpur, resolve rehabilitation for riot affected workers

Education[edit]

Nagendra started his studies in Ranchi and then proceeded to get admission in the prestigious Netarhat Boys School. There, he received the National Talent Search Scholar scholarship for 1979. After completion of his 11th grade, he got into IIT Kanpur and joined the 5-year M.Sc. Physics Program; later, with a rank of 22 in the IIT-JEE, he switched to Electrical Engineering and proceeded to graduate in 1985. His passion for higher education continued through his career and as a result he joined the Masters of Health Sciences Program at Johns Hopkins University in 2003.

Besides this, he also topped the GATE Exams in Electrical Engineering in 1985 and 1986 along with the Indian Engineering Services Exam in 1986 too. He also secured 5th rank in 1987 Civil Services Exam and chose the Bihar Cadre.

Personal Life[edit]

Nagendra is married to Dr. Nikita Sinha, an educationist and a social worker. Together, they have one child, Ninad.

Nagendra counts himself as a proud Bihari and an Indian.
