Before his academic career, Chitty served as Counsellor at the Embassy of Sri Lanka in Washington, D.C., from 1982 to 1987.[1] He was involved in the creation of the Arthur C. He has also contributed to discussions that led to the idea for the International Space University.[3]
Chitty earned his PhD in International Relations at the School of International Service (SIS) of American University, Washington D.C., in 1992.[4] His doctoral committee included Nicholas Onuf, Gary Weaver[5] and Marshall R. Singer[6]. His thesis examined regional perspectives on South Asian cooperation.[7] Chitty's work has been linked to the early development of community radio in Sri Lanka.[8]
From 1996 to 2000, Chitty served as Secretary-General of IAMCR, the International Association for Media and Communication Research.[9] He was also Editor-in-Chief of The Journal of International Communication[10] from its establishment in 1994 to 2024. Chitty's work examines the intersections of soft power, public diplomacy, governance, and propaganda. He co-edited the The Routledge Handbook of Soft Power 1st edition (2017)[12] and 2nd edition (2023),[13] and is series editor of Anthem Studies in Soft Power and Public Diplomacy.[14] His "World propaganda and personal insecurity: Intent, content, and contentment" is the lead chapter in the Research Handbook of Political Propaganda.[15]
He is a founding member of the International Cultural Relations Research Alliance,[16] established by the Institut für Auslandsbeziehungen (ifa) and the British Council. He is also the inaugural president of the Global Communication Research Association.[17]
Chitty has delivered invited lectures internationally, including the IAMCR Keynote Dialogue on Cultural Diversity in Paris[18] (2007), a Girija Prasad Koirala memorial lecture in Nepal on Soft Power and Public Diplomacy[19] (2013), and a keynote address in Bangkok at a conference on Communication and sustainable development in ASEAN[20] (2015).
