By Royal Decree establishing the Office for Accreditation and Quality Assessment of Education (Public Organization) (No. 3) B.E. 2561, in section 14, there shall be a committee called "Educational Standards and Quality Assessment Committee" consisting of: (1) Chairperson; which the Cabinet appointed from qualified persons with knowledge expertise and high experience in administration, humanities, social sciences, or science and technology; Chairman of Vocational Education Committee and chairman of the higher education committee (3) qualified members No more than six people which the Cabinet appointed from those who have knowledge and expertise and experience is evident in the fields of administration, humanities, social sciences or science, and technology. and the Director shall be a member and secretary by position.

The Constitution of the Kingdom of Thailand, BE 2550 (2007), section 81 stipulates that there is a law on national education. Therefore, the National Education Act B.E. 2542, which has been in effect since August 20, 1999, has been drafted in Section 6 on educational standards and quality assurance. and assess the quality of education abbreviated as "OBEC" as a public organization which was published in the Government Gazette, Volume 117, Part 99A, on November 3, 2000, and effective on November 4, 2000, with the aim of developing criteria and external quality assessment methods and conducting an evaluation of educational management in order to check the quality of educational institutions By taking into account the aims, principles, and guidelines of educational management at each level as stipulated in the law on national education. An external quality assessment of all educational institutions shall be conducted at least once every five years. since the last assessment and present the assessment results to the relevant agencies and the public.

In addition, it is stipulated in the transitional chapter that an external quality assessment must be carried out. of all educational institutions within six years. from the date, the National Education Act B.E. 2542 came into force.
