Oleg Firer (born September 18, 1977) is an American entrepreneur, fintech executive and author. He served as the first Ambassador Extraordinary and Plenipotentiary of Grenada to the Russian Federation from 2017 to 2022[1], and was concurrently accredited as non-resident ambassador to Serbia, Kazakhstan, the Czech Republic, Hungary, and Monaco. He represented Grenada at international organizations including the United Nations (2016–2019) and the World Health Organization (2018–2021).[2]

Firer is the founder of Unified Payments, a United States-based payment processing company that was ranked by Inc. magazine as the fastest-growing private company in 2012.[3] He is also the author of books on digital diplomacy[4] and on the transformation of the payments industry.[5]

Early life

Oleg Firer was born in Odessa, then part of the Ukrainian SSR in the Soviet Union, into a Jewish family.[6] His father worked as a physical therapist, and his mother was employed as a manager at the Jewish Board of Family and Children’s Services in Brooklyn until her retirement.

In 1989 the family emigrated to the United States as stateless refugees, settling in Brooklyn, New York, where Firer was raised alongside his elder sister. He later attended the New York City College of Technology.[7]

In 2023 he earned a Doctor of Business Administration degree from the Swiss School of Higher Education (SSHE).[8]

Career

Business Career

Oleg Firer began his professional career in the retail sector. Between 1993 and 1997 he served as general manager of Nobody Beats the Wiz, a consumer electronics retail chain operating in the northeastern United States.[9] In 1997 he became managing partner of Millennium Communications, a role he held until 1998.[10]

From 1998 to 2001, Firer was vice president of SpeedUS Corp. (NASDAQ: SPDE), a company regarded as an early pioneer in wireless broadband services and holder of both wireless spectrum licenses and a portfolio of broadband patents.[11][12] He subsequently joined CellCellCell (operating as 007Phones.com), one of the first online platforms for mobile phone sales, where he worked as managing partner between 2001 and 2002.[13]

In 2002 he was appointed chief operating officer of Digital Wireless Universe, serving until 2003.[14] During the same period, from 2002 to 2004, he held the positions of president and chief operating officer at GM Merchant Solutions, a payment services company.[15]

Between 2004 and 2012 Firer was chairman, president, and chief executive officer of Acies Corporation (NASDAQ: ACIE.OB), a financial services company providing payment processing and online banking solutions.[16] In 2011 he co-founded Unified Payments, a U.S. payment processing platform, and served as its chief executive officer until 2013.[3]

From 2013 to 2021 Firer was chairman and chief executive officer of Net Element, Inc. (NASDAQ: NETE), a technology and payments company listed on the NASDAQ exchange.[17]In parallel, he was managing partner of the investment firm Star Equities between 2007 and 2017.[9]

Since 2022, Firer has worked in the private sector; in 2024 he became Government Relations Advisor at ADG Legal, a Dubai-based law firm.[18]

Board Memberships

In addition to his executive roles, Firer has served on the boards of several companies across the technology, healthcare, and investment sectors. Between 2014 and 2016 he was a board member of RealConnex, and from 2014 to 2018 he sat on the board of InList.[15][19] He also served on the board of StarTelemed between 2015 and 2020, and on Star Development from 2017 to 2022.[20]

From 2017 to 2022 Firer was a director of Progressive Care, Inc. (OTCQB: RXMD).[21][22] He held short-term board positions at several blockchain and fintech ventures, including Coinboost (2018–2019), and LIQNET (2018–2019).[23][24] He was chairman of Star Capital from 2011 to 2021.[7] More recently, Firer has joined the board of Luna Exclusive Real Estate (since 2023).[25]

Diplomatic Career

From 2017 to 2022, Firer served as the Ambassador Extraordinary and Plenipotentiary of Grenada to the Russian Federation. In April 2017 he presented copies of his credentials to Russian Deputy Foreign Minister Sergey Ryabkov, becoming the first Grenadian ambassador to Russia.[1] On 3 October 2017 he formally presented his letters of credence to President Vladimir Putin.[26] Firer established Grenada’s first diplomatic mission in Russia in August 2017 and remained the country’s ambassador there until 2022. On 17 May 2024, the Eastern Caribbean Supreme Court in the High Court of Grenada ruled against the government of Grenada in a case concerning Firer’s recall, finding in his favour on the grounds of unlawful dismissal.[27]

Between 2021 and 2022, Firer also served as Grenada’s first ambassador to the Republic of Kazakhstan. In April 2021 he presented copies of his credentials to Deputy Foreign Minister Marat Syzdykov, and on 6 October 2021 presented his letters of credence to President Kassym-Jomart Tokayev.[28][29]

During the same period, 2021–2022, Firer was accredited as Grenada’s first ambassador to the Republic of Serbia. On 7 September 2021 he presented his credentials to President Aleksandar Vučić.[30]

From 2016 to 2019, Firer was a delegate of Grenada to the United Nations General Assembly.He represented Grenada at the World Health Organization between 2018 and 2021.Between 2020 and 2021 he was appointed as a non-resident ambassador to the Czech Republic, Hungary, and the Principality of Monaco.[2]

From 2021 to 2022, Firer headed Grenada’s delegation to the Non-Aligned Movement.[31]

Since 2020, Firer is a chairman of the board of trustees of the International Association for Economic Development (IAED).[32]

Public and philanthropic activities

Firer has participated in a range of public, professional, and charitable initiatives. He was a member of the coordinating committee of the Caribbean Community Pavilion at Expo 2017 in Kazakhstan. He served on the advisory board of E2Exchange in the United Kingdom from 2016 to 2019,[33] and was a member of the board of directors of the Gainfy Foundation between 2018 and 2019.[34]

From 2014 to 2020 he was a member of the Risk, Fraud and Security Committee of the Electronic Transactions Association.[35] He has served on the board of trustees of the Firer Family Charitable Foundation since 2011.[36]

Firer has also been a member of the board of directors of the St. George’s Club since 2017,[37] and has chaired the supervisory board of the Eastern Caribbean Blockchain Association since June 2018.[15]
