Oleksandr Nepomnyashchyy (born May 3, 1961, Kharkiv) — Ukrainian public activist, expert in the field of construction, housing and public utilities and public administration.

Education[edit]

In 1989, Oleksandr Nepomnyashchyy graduated from Kharkiv Law Institute and obtained a specialist (master) degree in Law, majoring in Jurisprudence.

In 2000, he graduated from Kharkiv National University, receiving a specialist (master) degree in Economics, majoring in Finance and Credit.

In 2020, he graduated from the Interregional Academy of Personnel Management and was awarded a master’s degree in Construction Management.

In 2014, Dr. Nepomnyashchyy completed his higher doctoral studies in Kharkiv Regional Institute of Public Administration at the National Academy for Public Administration under the President of Ukraine and defended his doctoral thesis named “Methodological principles of formation and implementation of state housing policy” and was conferred a degree of Doctor of Sciences in Public Administration.

Has degrees: Candidate of Economic Sciences (equivalent to PhD in Economics, 2003); Doctor of Sciences in Public Administration (2014); Рrofessor (2018).

Career[edit]

Dr. Nepomnyashchyy started his career in 1979 as a milling machine operator in Kharkiv Plant of Precision Medical Instruments.

In 1980-1989, he did military service and service in law enforcement agencies; he took part in emergency responding to the Chernobyl NPS disaster.

In 1989–1998, he was a head of legal and president of MZhK Internatsionalist JSC.

In 1998-200 and 2005, he was in charge of the housing and public utility authority as well as of the general directorate for area development at Kharkiv Regional State Administration.

In 2000–2001, he served as first deputy director of the state-run enterprise Scientific Research Institute of Regional Policy.

In 2001–2002, he was deputy chairman of the board in the State Fund for Support of Youth Housing Construction.

In 2002–2003, he worked as deputy director of a department in the state-owned company Ukrspecexport.

In 2003–2007, he was head of the department for capital construction and housing acquisition and deputy director of the construction department in the Ministry of Defense, assistant to the Minister of Defense of Ukraine.

In 2007–2015, he held the post of deputy director and director of the department of governmental programs and housing construction development in the Ministry of Regional Development, Construction and Housing of Ukraine.[1]

From 2012 and to date, Nepomnyashchyy has been an associate professor in O. M. Beketov National University of Urban Economy in Kharkiv, part-time.

In 2016 – 2021, he was a professor at the public administration department, Interregional Academy of Personnel Management.

From 2021 and to date, he has been a professor at the department of computer technologies of airport construction and reconstruction, National Aviation University.

Public activities[edit]

Deputy Chairman, central committee, Professional Association of Youth Housing Complexes and Local Self-Governance Committees Staff of Ukraine, since 2003.

Fellow, Academy of Construction of Ukraine, since 2014.

Chairman, separate division in Kyiv, All-Ukrainian Assembly of Doctors of Sciences in Public Administration NGO, since 2015.

Member of the Board and President, Public Union “Interstate Consultants Engineers Guild”, since 2015.

Achievements and creative work[edit]

Dr. Nepomnyashchyy is a high-profile manager, idea generator, and trailblazer. He pioneered youth housing complexes in Ukraine and initiated introduction of democratic self-regulation in urban planning as a tool of public control and combating the corruption. He drafted laws on deregulation and self-regulation in construction. He has research deliverables in theoretical and practical professional self-governance in Ukraine and across the globe, systematic interaction of specialized non-governmental organizations with public authorities and local self-governance agencies.

He dedicated many years to construction industry. He started with setting up MZhK Internatsionalist to provide housing to veterans of foreign wars and young families, where he was a permanent member of the board and made a career from head of legal to president. MZhK Internatsionalist resolved not only the housing problem but also many other social issues of its residents. The complex of highrises and town houses with utilities, pump station and modern boiler room included public garages, automatic exchange, and administrative block hosting various services, housing operation companies, and athletic groups. The complex has a tennis court, sports club, dental office, and family medicine outpatient clinic. An extraordinary achievement is construction of the Church of St. George the Victory Bearer.

Dr. Nepomnyashchyy directly managed implementation of programs to provide housing to young families, servicemen of the armed forces, and other categories of citizens. He launched governmental programs targeted at providing the population with accessible housing, reducing the cost of mortgages and housing rent followed by buying it out.

He has experience of international activities. He was Member of the UNECE Committee Bureau on Housing and Land Management (2011-2014) and expert conducting the Country Profile on Housing and Land Management in Ukraine (2010-2014).

The Scientific School of Risk Management in Construction and Operation of Real Estate[edit]

Being the President of the Public Union “Interstate Consultants Engineers Guild, he is working to introduce in Ukraine international best practices of contractual relations in construction and developing the cooperation with foreign professional engineering associations, specifically, International Federation of Consulting Engineers (FIDIC). He completed three modules of FIDIC training courses conducted by certified trainers. On the initiative of and with personal involvement of ICEG, all necessary conditions have been created in Ukraine to implement the institute of the consulting engineer.

He founded and presides over the Scientific School of Risk Management in Construction and Operation of Real Estate that includes 34 national and foreign researchers, i.a. 14 doctors of sciences, as well as foreign scientists and experts.

Dr. Nepomnyashchyy authored over 200 publications, including 26 monographs, textbooks and manuals, and over 100 articles in professional scientific editions. His works were presented at 40 research and practical conferences and other scientific and communicative events in Ukraine and abroad.
