Olexandr Starodubtsev
Olexandr Starodubtsev (born 1979) is a Ukrainian reformer. In 2014 after The Revolution of Dignity he started one of the most prominent Ukrainian reforms of public procurement “ProZorro”.
Biography[edit]
Starodubtsev was born in Kharkiv, Ukraine in 1979. He earned his degree at the Kharkiv National Polytechnic University and an MBA degree at the Kyiv-Mohyla Business School. From 2000-2013 Starodubtsev made his career on the stock market, advancing from a back-office specialist to a managing partner of a Ukrainian branch of a multinational financial institution.
During the Revolution of Dignity in 2013-2014 with friends Starodubtsev founded the Open University of Maidan and right after the revolution he became one of the founders of Civil Platform New Ukraine. Simultaneously as a volunteer Starodubtsev started helping the newly appointed Minister of Economic Development and Trade Pavlo Sheremeta with the public procurement reform.
In less than a year Olexandr Starodubtsev created a powerful team of volunteers, with whom he created a concept of the reform and developed MVP of a new IT system, that later received the name Prozorro. In April 2015, the new Minister Aivaras Abromavičius appointed Starodubtsev as head of the public procurement regulation department in The Ministry of Economic Development and Trade of Ukraine.
The Prozorro system is famous for its different approaches to the bottom-up reform based on close collaboration between the government, business and the civil society. In 2016, Prozorro system won several distinguished international awards, such as the Open Government Partnership Award 2016, and Public Procurement Award 2016. It was also recognized as a show-case reform by the European Bank of Reconstruction and Development and the Open Contracting Partnership. Moreover, Prozorro and its principles became an inspirational example for other Ukrainian reforms.
Starodubtsev won the prestigious competition for Alumni of the year of Kyiv-Mohyla Business School and later was accepted for the first cohort of Ukrainian Emerging Leaders Program in Stanford University alone with Dmytro Romanovych and Oleksandra Matviichuk.
