Olivio Mendonca Moruk[1] (6 September 1962 – 5 September 2000) was a pro-integration fighter for East Timor. He had served as the Commander of the Laksaur Militia.

Laksaur was formed by the Indonesian military in February 1999. It had around 500 people with 100 firearms, and was based in Salele, in the Tilomar sub-district on the border with West Timor, west of Suai. Its head office was located at the local Military District Command at Tilomar. after Indonesia's withdrawal, he was prominent among militia commanders along Indonesia's border with East Timor who promised to carry out a guerrilla campaign to restore Indonesian rule in East Timor.

Olivio Moruk was indicted in Indonesia for his role in the Suai Church massacre on 6 September 1999. Igidio Manek, his brother and deputy commander was also indicted. Moruk was a civil servant in the public works department, and former village head of Foholulik, Tilomar sub-district, but was fired for corruption and sexual harassment. He was reportedly a Kopassus informant and had been trained by them.

The Indonesia and Dili indictments allege that Moruk and his Laksaur militia were taken by TNI trucks from their headquarters to assemble at the residence of the Covalima Regent Colonel Herman Sediono at 9 am on September 6, 1999. Also present was the Military District Commander (Dandim) of Covalima Lt. Col. Liliek Kushadiyanto. and the Covalima Police Chief, Lt. Col. Pol. Gatot Subiyaktoro. From there Moruk led his men to the Ave Maria church and started shooting the civilians inside. Moruk personally killed Pastor Francisco Soares with a sword. Another person who led the attack was Laskaur militia leader Martinus Bere. Former Laskaur militia member Miguel da Silva (aka Miguel Mau) was also indicted before a Dili special panel for participating in the massacre, as well as for previously killing four independence supporters in Tilomar sub-district on 23 April 1999. The three senior officials then went to the church but failed to stop the attack. Kushadiyanto's chief of staff, Captain Ahmad Syamsuddin, personally joined in the attack. After that Moruk raped Fatimah, the daughter of one of the victims at the church, at the district military headquarters

Moruk was only ever indicted by the Indonesian Attorney General for a week before he was killed by fellow militiamen on September 6, 2000, in ​​West Timor close to the border with Timor Leste. The continued coherence of the militia forces was demonstrated at his funeral, when Moruk was given a military funeral which was broadcasted nationally, with armed militiamen standing in line alongside military and police units and led by pro-integration leader and Aitarak commander Eurico Guterres.

Moruk was scheduled to testify in cases against the Lieutenant Sugito and Colonel Herman Sediono that could've exposed the military's role. This led the Indonesian Attorney General, Marzuki Darusman, to suspect that Moruk's murder was politically motivated "I think it is too coincidental that Olivio was killed right after he was named a suspect". Moruk was questioned by the Commission for Investigating Human Rights Violations in Jakarta in December 1999. After Moruk's death Other militias in Kupang feared the Indonesian government would kill them too.
